(HBO) – The 17th Congress of the Hoa Binh Party Organization for the 2020-2025 tenure was a success. The congress adopted the goal of boosting the local economy’s growth to the national average by 2025.

To such end, the province will focus on four strategic breakthroughs for rapid and sustainable socio-economic development.

First, it is a breakthrough in the planning work. Previously, a planning scheme was devised but failed to meet development requirements. In line with the Law on Planning, focus must be given on provincial and sectoral planning with quality and long-term vision. It is important to manage according to planning, contributing to achieving the goals set in the resolution.

Secondly, attention will be paid to improving the local business environment and administrative reforms to attract investment; focusing on administrative procedures, raising the sense of responsibility of officials and cadres, building the administration in service of businesses and people, towards raising the provincial competitiveness index (PCI) by at least three places during the 2021-2025 period. Recently, the province held a seminar with the Vietnam Chamber of Commerce and Industry (VCCI) to discuss ways to improve the business environment. To increase the PCI by at least three places, high determination of the entire administration is needed. During the process of carrying out this breakthrough stage, special attention must be paid to administrative reforms, digital transformation, shifting the model of management-oriented administration to service-oriented ones, thus creating favourable conditions for the development of various economic sectors, attracting competent investors to the province and striving to lure 80,000 trillion VND from domestic investment and 1 billion USD worth of foreign direct investment in the next five years.

Thirdly, a breakthrough must be made in terms of infrastructure as it is considered one of the weak stages. The Resolution adopted by the 17th provincial Party Congress set out tasks and measures to pool resources for socio-economic infrastructure. The most important is transportation infrastructure, in which threeimportant roads need to be built, including expanding Hoa Lac - Hoa Binh City route, opening a route from Hoa Binh city to Kim Boi district to tap Kim Boitourism potentials. In particular, together with Son La province, Hoa Binh is determined to build Hoa Binh - Moc Chau expressway while gradually perfecting trans-provincial and inter-provincial transportation system to ensure synchronous connectivity, developing infrastructure in service of agriculture such as the system of canals and irrigation works. In particular, industrial infrastructure holds significance to develop industry. The Congress set the goal that land for industrial development will account for 1 percent of natural land by 2025, equivalent to around 4,600ha. The next important is tourism infrastructure as the province considers tourism a spearhead.

Fourthly, the province attaches importance to high-quality human resources development, initially school education. Over the past years, the education sector has strived but the result remains modest. On the back of improving school education, vocational training quality will be enhanced, especially in the fields of local strength. Special attention will be paid to reviewing and building breakthrough mechanisms and policies, attracting high-quality human resources to political system and local important sectors. Additionally, the Congress is focusing on 11 major measures to realize the targets set in the Resolution./.

Vietnamese, US localities to enhance ties in export, sustainable development
