(HBO) – The Party Civil Affairs Committee of the People’s Committee of Hoa Binh province has issued a plan on the continued implementation of Directive 49-CT/TW dated October 20, 2015 of the Party Central Committee’s Secretariat on promoting and reforming the Party’s mass mobilisation affairs in ethnic minority-inhabited areas.


Under the Plan No. 54-KH/BCSD dated February 19, 2021, the provincial People’s Committee will direct departments, sectors and the People’s Committees of Hoa Binh city and districts to popularise the implementation of the Directive and Conclusion No. 03-KL/TU of the provincial Party Committee, thus raising awareness of ethnic minority affairs in the new period as well as mass mobilisation activities in ethnic minority-inhabited areas among local officials, Party members, public servants and armed forces.

Meanwhile, administrative reforms will continue to be sped up, with the focus placed on reforming administrative procedures and creating favourable conditions for ethnic minority groups in accessing and using public services at levels 3 and 4.

At the same time, the province will increase communications on the Party’s policies and the State’s laws, while encouraging people from ethnic minority groups to observe the policies and laws.

Hoa Binh will strengthen the popularisation of the master plan on socio-economic development in ethnic minority-inhabited and mountainous areas in the 2021-2030 period, and the National Target Programme on Socio-Economic Development in the ethnic minority-inhabited and mountainous areas in the 2021-2030 period.

The locality will focus on investing in and support the development of in ethnic minority-inhabited and mountainous areas in line with the expansion of agro-forestry-fisheries, optimising the potential and strength of each locality and contributing to increasing income and living conditions for ethnic minority people.

Transport infrastructure and irrigation systems will also be improved, along with the effective use of investment capital from the National Target Programme on Socio-Economic Development in the ethnic minority-inhabited and mountainous areas in the 2021-2030 period in the locality.

The role of ethnic minority communities in socio-economic development will be enhanced, especially in transforming the structure of crops and livestock. The province will promote agro-forestry encouragement as well as the application of science and technology in production, thus enhancing products’ quality and expanding markets.

Measures will be applied to promote solidarity among ethnic minority communities in production, together with combining the new-style rural area building movement into socio-economic development and sustainable poverty reduction plans of localities.

Hoa Binh province will continue reforming and increasing the efficiency of education-training policies for ethnic minority students, while promoting the effectiveness of boarding and semi-boarding schools for the students, and applying priority policies for them.

Resources will be poured in supporting community-based tourism in ethnic minority-inhabited areas, while the National Target Programme on Socio-Economic Development in the ethnic minority-inhabited and mountainous areas in the 2021-2030 period will be associated with the preservation and promotion of cultural identities of the groups as well as activities to promote tourism, build tourism products and introduce cultural values of the groups.

The province will strive to better protect the health of and implement health insurance policies and national healthcare programmes among ethnic minority people./.
