(HBO) – A conference has been held in Hanoi by the United Nations Development Programme (UNDP) Vietnam to release the 2020 Provincial Governance and Public Administration Performance Index (PAPI).
The 2020 PAPI report reflects opinions of the 14,732
randomly selected respondents about all-level administrations’ performance in
governance, management, and public service delivery.
The UNDP Vietnam said the 2020 PAPI report
reflected opinions of 14,732 randomly selected respondents, aged 18 and over,
about all-level administrations’ performance in the State governance,
management, and public service delivery. Among the respondents, 14,424 are
permanent residents in the 63 provincial-level localities while 308 others
temporarily reside in the six localities with the biggest immigration ratios,
namely Hanoi, Ho Chi Minh City, Dong Nai, Binh Duong, Da Nang, and Bac Ninh.
With 44.604 points, Hoa Binh province ranked
11th among the 63 provinces and cities. It recorded very high scores in such
dimensions as the participation at local levels, transparency, vertical
accountability towards citizens, and e-governance.
PAPI is a tool demonstrating the effectiveness
of implementing policies and laws related to the people. Over the last 12
years, 146,233 people nationwide have been randomly chosen to assess the
governance and public administration performance in many different areas./.

It was attended by senior provincial officials, including Bui Thi Minh, Permanent Deputy Secretary of the provincial Party Committee and Chairwoman of the provincial People’s Council; Bui Duc Hinh, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; other members of the Standing Board of the provincial Party Committee; and members of the document subcommittee.

On this day, the newly merged departments and agencies took proactive steps to arrange personnel, organise workflows, and implement tasks efficiently, ensuring that administrative procedures were carried out smoothly without interruption.
