(HBO) - 2021 is the first year Hoa Binh province is implementing the Resolution of the 7th Provincial Party Congress. The province also regarded 2021 as the year for accelerating public administrative reforms, improving local business climate and fixing bottlenecks in investment attraction, particularly in land clearance, to realise its goal of green and sustainable development.

The northern province has made good socio-economic
development since the beginning of the year, with economic growth reaching
11.56 percent in the first quarter. Agricultural production continued to expand
with more attention paid to restructuring and new-style rural area building.
Industrial production index and value increased 9.5 percent and 16 percent,
respectively, against the same period last year, while export turnover surged
9.2 percent year-on-year. State budget revenue exceeded 1 trillion VND.
Hoa Binh was named among the top 11 cities and provinces
in the Provincial Governance and Public Administration Performance Index (PAPI)
last year.
To enhance business climate, the province sets to cut
about 30 percent of time for handling public administrative procedures.
Party committees and authorities at all levels have shown
determination to enforce the resolution with specific and practical solutions
to improve the investment and business environment, provide all possible
support for investors and businesses in key areas, such as support industry,
hi-quality agriculture, and ecotourism urban areas. Such solutions are expected
to help the province create economic breakthroughs in the time to come.

Lac Son district is reorganising and streamlining its organisational apparatus and the contingent of officials, civil servants and public employees in line with Resolution 18 issued by the 12th Party Central Committee.
The provincial Department of Public Security has reorganised its structure to enhance operational efficiency and meet the evolving demands of the new era. The subcommittee for documents of the 18th Hoa Binh provincial Party Congress, the 2025 - 2030 term, convened on March 3 to review and incorporate public feedback on the congress’s draft documents. It was attended by senior provincial officials, including Bui Thi Minh, Permanent Deputy Secretary of the provincial Party Committee and Chairwoman of the provincial People’s Council; Bui Duc Hinh, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; other members of the Standing Board of the provincial Party Committee; and members of the document subcommittee.

March 3 marked the first official working day for specialised agencies under the provincial People's Committee following the merger or transfer of functions and tasks from the previous agencies. On this day, the newly merged departments and agencies took proactive steps to arrange personnel, organise workflows, and implement tasks efficiently, ensuring that administrative procedures were carried out smoothly without interruption.
