(HBO) - In recent years, determining that administrative reform is one of the key tasks that have a strong impact on the socio-economic development, defence and security in the locality, Lac Son district has promoted administrative reform and standardised administrative procedures. Administrative procedures have been publicized and promptly updated both at the one-stop desk of the district People’s Committee and on the district’s website to serve organisations and individuals.
The
one-stop desk of the People’s Committee of Lac Son district applies information
technology to quickly process administrative procedures for locals.
Since the beginning of 2019, the district
People's Committee has used an electronic one-stop-shop system at
http://hoabinh.motcuadientu.vn, to create favourable conditions for people and
businesses wishing to use online public services at levels three and four. The
total number of applications with results returned to applicants via public
postal service in the 2015-2020 period reached 400.
In addition, the administrative
apparatus was re-arranged towards the streamlined direction. The district
People's Committee directed the review of regulations on the functions and tasks
of specialised agencies under its management, thus step by step eliminating the
overlapping or gaps in those agencies’ functions and tasks, and improving the
effectiveness and efficiency of State management agencies.
Information technology is strongly
applied in the State management from district to commune level. The use of
digital signatures in processing and transferring electronic documents helps to
shorten the time for exchanging documents between different levels of the government.
A quality management system in
accordance with ISO 9001:2015 standard is implemented for all agencies, units,
People's Committees of communes and townships.
All specialised agencies under the district
People's Committee and People's Committees of communes and townships use the
software in document management and in sending and receiving electronic
documents.
The rate of incoming electronic
documents is estimated at 98 percent while the rate of sent-out electronic
documents is estimated at 99 percent. The rates of digitally signed electronic
documents of the district People's Committee, and People's Committees of
communes and towns reached 99 percent and 70 percent, respectively.

March 3 marked the first official working day for specialised agencies under the provincial People's Committee following the merger or transfer of functions and tasks from the previous agencies. On this day, the newly merged departments and agencies took proactive steps to arrange personnel, organise workflows, and implement tasks efficiently, ensuring that administrative procedures were carried out smoothly without interruption.
