(HBO) – The fourth meeting of the 17th provincial People’s Council in the 2021-2026 tenure was held on December 8 to discuss many important issues of the province. Participants listened to a report by Bui Van Khanh, Deputy Secretary of the provincial Party Committee and Chairman of the Hoa Binh People’s Committee on the results of the implementation of its socio-economic development plan, the State budget estimate for 2021, and the socio-economic development plan and State budget estimate for 2022.

Participants basically agreed on the evaluation of the provincial People’s Committee on the outcomes of the socio-economic development plan for 2021.

They noted that despite difficulties from COVID-19, Hoa Binh fulfilled 14 out of 19 targets set for the years, with outstanding results recorded in reigning in inflation, ensuring major economic balances, improving urban and technological infrastructure, public health care, and security and defence.

A representative from the provincial Socio-Cultural Committee of the People’s Council lauded efforts by the provincial People’s Committee on issuing documents directing the implementation of socio-economic development and security-defence targets in a timely manner, thus realising the dual targets of controlling COVID-19 and maintaining production and ensuring social welfare at the same time.

However, the province has failed to complete five targets, including those on growth speed, per capital gross regional domestic produce (GRDP), total social investment, labour productivity, and the coverage of health insurance. Participants analysed reasons behind the situation and gave recommendations on solutions to implement the targets in 2022.

For the target of reducing the ratio of poor households by 3 percent, some delegates suggested that the provincial People’s Committee lower the goal to make it more feasible amid difficulties from COVID-19, which is forecast to continue to develop complicatedly in 2022.

On December 8, delegates continued with group discussions, focusing on giving ideas to the provincial People’s Committee draft socio-economic development plan in 2022.

Bui Van Khanh, Deputy Secretary of the provincial Party Committee and Chairman of the Hoa Binh People’s Committee expressed his belief that with high sense of responsibility and determination of the whole political system as well as the business community and local residents, Hoa Binh will soon put the pandemic under control and boost socio-economic recovery and development, improving the living conditions of locals and bringing the province forwards in the path of renovation, integration and development.
