(HBO) - Hoa Binh province was the place where the Communist Party of Vietnam (CPV) helped Lao successfully organize the preparatory congress for the 2nd National Congress of the Lao People's Party (now the Lao People's Revolutionary Party (LPRP), and political training courses for Lao party members.


A delegation of the Archives Department of the Office of the LPRP Central Committee visits the National Historical Relic Site in Hoa Binh’s Military Command, where the preparatory congress for the second congress of the Lao People’s Party took place. 

The preparatory congress for the 2nd National Congress of the Lao People's Party and training courses on Party and political work of the Lao revolutionary were held in Hoa Binh during the 1971 – 1972 period, 

According to documents presented at a scientific conference on the Vietnam – Laos special friendship, on the opening day of the preparatory congress, Vietnamese Party officials Le Duan, Le Van Luong, Nguyen Duy Trinh, on behalf of the CPV, hosted a reception for all Lao delegates attending the event. 

A delegation of Hoa Binh province led by then Secretary of the provincial Party Committee Bui Van Kin and Chairman of the provincial Administrative Committee Nguyen Van Hau, also came to deliver greetings to the congress. 

The preparatory congress for the 2nd National Congress of the Lao People's Party took place safely and successfully. The success was greatly attributed to the support of Hoa Binh provincial Party Committee, authorities and people, and relevant agencies. 

In 2013, the place where the preparatory congress took place, now located in the provincial Military Command, was recognised as the National Historical Relic Site. 

In March last year, the local authorities allocated nearly 50 billion VND (2.1 million USD) from the local budget to implement a project to upgrade the revolutionary historical relic site. The work is expected to be completed in late 2022. 

In recent years, the friendship and cooperation between Hoa Binh province and localities of Laos have been strengthened through the exchange of delegations. 

Hoa Binh signed agreements with Luang Prabang and Houaphan provinces of Laos. The Vietnamese locality is implementing two support programmes in Houaphan to build a high school in Hua Muong district, and organise a training course for Lao students. 

There are 58 Lao students studying at colleges and vocational schools in Hoa Binh. 

Colonel Nguyen Hong Son, political director from the provincial Military Command said the relic site has become a popular destination for Lao tourists. 

It also serves as a place to educate young generations in the revolutionary traditions, and the good, special and rare relationship of the two countries’ people, he said./.
