(HBO) – The Standing Board of the Party Committee of Hoa Binh province met on October 17 under the chair of Secretary Nguyen Phi Long.
Participants opined on the proposal on the allocation plan of the central budget for the programmes on socio-economic recovery and development, one on the supplement of the spending plan for local development using the central budget in 2022, and another on the adjustment of the investment plan for the Hoa Binh-Moc Chau Expressway, among other documents.

They also looked into the contents to be submitted to the provincial People’s Council during its 10th meeting slated for October 20.
They agreed on the supplement of the spending plan for local development, using the central budget in 2022, with 495 billion VND sourced from the socio-economic development and recovery programme to be added, raising the total funding to 2.15 trillion VND.
The board members also reached consensus on the adjustment of the investment plan for the Hoa Binh-Moc Chau Expressway, and assigned the Department of Planning and Investment to give advice to the provincial People’s Committee in raising the mid-term investment for the project.
The expressway runs from Da Bac town in Hoa Binh province to Chieng Yen commune in the neighbouring province of Son La, with about 32.5km in Hoa Binh. Its first phase costs over 9.77 trillion VND, of which 8.65 trillion VND comes from the central budget, and 1.12 trillion VND is sourced from the provincial budget, within the 2022-2025 period.
However, the National Assembly’s Standing Committee concluded at an extraordinary meeting on August 29 that the capital from the central budget was estimated at only 8.24 trillion VND.
The Ministry of Planning and Investment asked the People’s Committee to carry out approval procedures for the adjustment.
The participants also agreed on the contents regarding the allocation plan of the capital sourced from the central budget for the socio-economic development and recovery programme.
Long asked the board to instruct the Party delegation to the People’s Committee to focus on devising specific plans for the disbursement./.
