(HBO) – In the past recent years, Bac Phong commune of Cao Phong district in the northern mountainous province of Hoa Binh has seen many changes in socio-economic development and livelihood of the locals.
Many rural transport routes have been invested in, meeting the new-style rural standards with many roads decorated.
Besides, residential houses, schools and cultural house have been built, the one-top-shop mechanism invested in and developed, and civil servants at public units trained for better services.

The Bac Phong communal Party Committee has 15 branches with 245 members. Following directions of higher-level committees, the commune Party Committee has carried out the entire work of building Party Committee and political system in association with the implementation of Directive 05-CT/TW, contributing to increasing awareness among cadres and party members while promoting patriotic emulation movements to perform socio-economic development tasks.
Khuong Xuan Lich, Chairman of Bac Phong communal People’s Committee, said that the locality continues to strengthen the implementation of political tasks, promote emulation movements for socio-economic development, and improve the quality of new style rural areas.
Party committees, authorities, departments, branches, cadres and party members have reformed their working styles, aiming to better serve people’s demand. The emulation movement to build new rural style areas has attracted the participation of a large number of officials and people.
Mass organisations have well promoted roles of taking care of members' interests and implementing patriotic emulation movements. The Fatherland Front has well carried out campaigns and programmes to encourage people to build new rural areas and civilised localities, while mobilising support for the construction of six solidarity houses with an amount of 75 million VND (3,200 USD).
The locality has saw changes in many aspects in the implementation of the Resolution of the 22th Communal Party Congress. Average annual per capita income reached 44 million VND, poor households were only 79 out of the total of 1,170, 100% of households had access to electricity, 99 households had access to hygienic water, and 93% of people participated in health insurance.
