Hoa Binh province held a conference on January 22 to announce the provincial Master Plan for the 2021 - 2030 period, with a vision to 2050. Tran Luu Quang, member of the Party Central Committee and Deputy Prime Minister, attended the event and handed over the PM’s decision on the Master Plan. The conference also saw the presence of Hau A Lenh, member of the Party Central Committee and Minister, Chairman of the Government’s Committee for Ethnic Minority Affairs.



 

Hoa Binh officials at the event included Nguyen Phi Long, alternate member of the Party Central Committee and Secretary of the provincial Party Committee; Bui Duc Hinh, Standing Vice Secretary of the provincial Party Committee and Chairman of the provincial People’s Council; Bui Van Khanh, Vice Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; and former officials.

In his opening speech, Chairman of the provincial People’s Committee Khanh said Hoa Binh always views the Master Plan building as a critical task that must be carried out one step ahead. The plan is a necessary tool for making, managing, and consistently governing the implementation of socio-economic and sectoral development plans, as well as the allocation and effective use of local resources.

With thorough, methodological, and serious compilation and adherence to legal regulations on planning, the Hoa Binh Master Plan for the 2021 - 2030 period with a vision to 2050 was approved by the PM in Decision No. 1648, dated December 20, 2023.

The Master Plan’s overall goal is that Hoa Binh will reach the moderately good development level, post an average per capita income among the highest in the northern midland and mountainous region, own high-quality human resources, fulfill digital transformation targets in all fields, and have moderately good provincial competitiveness compared to others nationwide.

Addressing the conference, Deputy PM Quang asked the province to comply with and implement the master plan in a flexible and comprehensive manner. It needs to quickly build an implementation plan to be submitted to the PM for approval, and specify the focuses, progress, and resources for the programmes and projects under the Master Plan.

In addition, Hoa Binh needs to design, overhaul, and carry out detailed, specialised, and sectoral plans in a way that ensures their consistency with the provincial Master Plan. It is also necessary to conduct communications to call for people’s support for the Master Plan, he noted.

Delivering the closing remarks, Secretary of the provincial Party Committee Long requested that basing on the Master Plan, all-level authorities, sectors, and localities coordinate with one another to ensure consistent, comprehensive, and harmonious implementation. They need to quickly review and align specialised plans, especially land-related ones, to the Master Plan in accordance with the Law on Planning.

Besides, he also asked them to press on with reforms and digital transformation, use digital administration as momentum for developing digital economy and digital society, and make breakthroughs in administrative reform and the investment and business climate improvement.

At the event, the provincial People’s Committee presented certificates of merit to six collectives with outstanding achievements in the building of the provincial Master Plan.
