Following the Lunar New Year (Tet) holiday, construction on major transport infrastructure projects across Hoa Binh province has resumed at full speed, with investors and contractors mobilising resources and working tirelessly to meet deadlines and complete critical milestones.

Regional connectivity roads sped up

On the site of the road project linking Hoa Binh and Hanoi, along with the Hoa Binh-Moc Chau Expressway, dozens of machines and hundreds of workers are pushing forward with construction. Contractors have divided their workforce into seven teams - four in Kim Boi district, two in Luong Son district, and one in Hoa Binh city.

Work is already well underway on 18 of the 20 planned bridges, three pedestrian tunnels, and various other infrastructure components such as pre-cast bridges and large culverts. Currently, 14 rollers, six excavators, five bulldozers, 12 dump trucks, and two graders are working round the clock. The total construction value has reached over 388 billion VND (15.18 million USD), or 23.34% of the combined contract value.

In Hoa Binh city, one bridge has been completed, and nearly 700 metres of roadbed has been prepared. In Kim Boi district, all of the nine bridges have been built, and over 10 km of roadbed has been completed. In Luong Son district, all eight bridges have been finished, with roadbed construction valued at nearly 60 billion VND.

To further expedite construction, project developers have been working closely with local authorities to resolve challenges related to sourcing fill material and establishing disposal sites. Pham Van Khoa, Project Operations Manager at the Project Management Board, stated that three designated disposal sites for the project have been secured - one in Kim Boi (2.25 hectares), one in Luong Son (6.3 hectares), and another in Hoa Binh city (3.5 hectares). Additionally, they are exploring the possibility of using surplus soil from the project for land reclamation and other purposes.

In parallel, the Project Management Board is coordinating with local authorities to accelerate land clearance and resettlement efforts. To date, 17.34 km out of the total 32 km has been handed over, which accounts for 54.18% of the project’s total area. Kim Boi district has cleared 12.69 km, Luong Son 4.25 km, and Hoa Binh city 0.4 km.

Local authorities have made significant progress in land acquisition, with Kim Boi reclaiming 48.44 hectares, Luong Son 16.68 hectares, and Hoa Binh city over 23 hectares. Compensation and support plans have been approved, with over 157 billion VND for Kim Boi, over 67 billion VND for Luong Son, and over 137 billion VND for Hoa Binh city. Efforts to establish resettlement areas for affected households are also progressing.

Focus on Hoa Binh-Moc Chau Expressway

The Hoa Binh-Moc Chau Expressway project, spanning from Km19 to Km53, is a crucial infrastructure initiative expected to significantly boost the economy of Hoa Binh. Construction on the XL-01 and XL-02 packages is progressing swiftly, with contractors working hard to meet targets.

Luong Van Thi, Chairman of the Da Bac district People’s Committee, said the total land required for the project is 173.83 hectares, with compensation plans amounting to over 77.6 billion VND. To date, land clearance has been completed for a 5 km stretch between Km24+500 and Km29+500, and further work on clearing land for forest and agricultural areas is ongoing. The goal is to finish land clearance for the entire stretch in Da Bac by the end of the first quarter of 2025.

Construction work is focusing on building bridges and tunnels along the route. Vinaconex is responsible for 16.576 km of road, including six bridges and one overpass. All necessary equipment and personnel have been mobilised for this section. Other contractors, such as VNCN E&C, are working on two special-grade bridges, while Deo Ca Group is constructing Tunnel 02. Son Hai Group is handling part of Tunnel 01 and associated infrastructure. Contractors are also clearing access roads and preparing additional construction sites.
