(HBO) – A supervisory delegation of the National Assembly Standing Committee led by Party Central Committee member and head of the NA’s Economic Committee Vu Hong Thanh, held a working session with the People’s Committee of northern Hoa Binh province on July 19 about the enforcement of laws and policies on transport works in the Build-Operate-Transfer (BOT) model.
Attending the event were Vice Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee Nguyen Van Quang, Vice Chairman of the provincial People’s Committee Bui Van Khanh, leaders of provincial departments and agencies, and officials of Luong Son district and Hoa Binh city.
In 2014-2016, Hoa Lac – Hoa Binh road was built and
the Xuan Mai – Hoa Binh section of the National Highway 6 was upgraded using
the BOT model, costing 2.989 trillion VND.
The upgrade of the Xuan Mai – Hoa Binh section of
the National Highway 6 has been completed and put into operation. Toll
collection for the section began on October 20, 2015, with the fee set in line
with the Finance Ministry’s Circular 122/2015 dated August 18, 2015. Meanwhile,
construction on Hoa Lac – Hoa Binh road is underway and due to be completed
this year.
Provincial authorities have worked with investors to
clear barriers in site clearance and toll collection. At present, the
construction of the Hoa Lac – Hoa Binh road is facing difficulties due to
capital shortage. The provincial People’s Committee and the investor asked the
NA delegation to help tackle the shortage in order to ensure the pace of the
road project.

At the working session
At the working session, Chairman Nguyen Quang
informed the NA delegation about the local socio-economic situation and
difficulties in attracting investment for transport infrastructure. He asked
the delegation to convey proposals to authorized agencies to revise policies
and mechanisms to help disadvantaged provinces attract investment in
infrastructure.
Members of the supervisory delegation discussed in
details issues regarding mechanisms to attract transport investment, investor
screening, project implementation, toll collection stations, BOT project
mechanisms in poor areas and supervision processes. They also talked about the
role of the local administration, NA deputies, Vietnam Fatherland Front
chapters and community in monitoring toll collection.
Thanh noted the province’s difficulties along with
efforts to direct site clearance and deal with emerging problems to help the
investor carry out the BOT project. He said the delegation will make a report
with recommendations to submit to the NA and government agencies, thus refining
mechanisms to attract investment in infrastructure.
He also urged the province to provide continued
support for investors in site clearance and awareness campaigns so the project
can be completed on schedule on December 31, 2017.

According to data from the Hoa Binh Provincial Party Committee, the industrial production index for the first six months of 2025 is estimated to have increased by 20% compared to the same period last year. This marks the highest year-on-year growth rate for this period since 2020.
In the first six months of 2025, Hoa Binh province’s export turnover was estimated at 1.145 billion USD, marking an 18.11% increase compared to the same period in 2024. Import turnover was estimated at $ 804 million, a 17.15% increase, which helped the province maintain a positive trade balance.

The products such as Muong village’s pork sausage, salt-cured chicken, and salt-cured pork hocks have gradually carved out a place in the market and they are on the path to obtaining the OCOP certification.
In the past, the phrase "bumper harvest, rock-bottom prices" was a familiar refrain for Vietnamese farmers engaged in fragmented, small-scale agriculture. But today, a new spirit is emerging across rural areas of Hoa Binh province - one of collaboration, organisation, and collective economic models that provide a stable foundation for production.
Maintaining growing area codes and packing facility codes in accordance with regulations is a mandatory requirement for agricultural products to be eligible for export. Recently, the Department of Agriculture and Environment of Hoa Binh province has intensified technical supervision of designated farming areas and packing facilities to safeguard the "green passport" that enables its products to access international markets.
