(HBO) – The fourth industrial revolution (Industry 4.0) is an innovation based on the highly integrated platform of digital-physical-biological connection with the breakthrough of the Internet and artificial intelligence. Industry 4.0 has exerted strong impacts on all socio-economic aspects, fundamentally changing the world’s production. The revolution is expected to open up numerous opportunities but also pose a number of challenges, especially when the country is in the process of industrialisation, modernisation and international integration.

The People’s Committee of Hoa Binh province has
promulgated Plan No.104/KH-UBND implementing the Prime Minister’s Directive
No.16/CT-TTg dated on May 4, 2017 on strengthening the capacity to access to
Industry 4.0. As a State management agency on science and technology, the
provincial Department of Science and Technology is tasked to actively carry
out this plan by building database on science-technology and promoting
information-technology infrastructure. Simultaneously is maintaining the Local
Area Network (LAN) system, investing in equipment, and upgrading server system,
and anti-virus software in addition to updating and digitalising database and
developing the Vietnam Research and Education Network (VINAREN) to serve
network connection and share data on science-technology. It is also important
to ensure information safety and security.
Since the promulgation of the plan, the
Department of Science and Technology has actively implemented some key tasks
entrusted by the provincial People’s Committee ahead of schedule. For example,
the department has consulted the committee to cooperate with the Ministry of
Science and Technology and the Hanoi-based
Vietnam
National
University in the field.
The conduction of science-technology research at the provincial level is
carried out effectively. The department has completed 13 research projects from
2015 to 2017 and signed 15 new research contracts in 2017 alone. It will
conduct 10 new research projects in 2018. The department has also organised a
policy dialogue supporting businesses with science-technology development. It
has worked with the Department of Intellectual Property to complete a
collective brand name dossier for Tan Lac red-flesh grapefruits, Da river fish
and shrimp products, and geographic indication certification for Cam Phong
oranges. This will help localities to promote their products. Furthermore, the
department has coordinated with relevant departments to realise the project
implementing the national programme "One Commune, One Product” in the 2017-2020
period, with a vision to 2030./.
According to data from the Hoa Binh Provincial Party Committee, the industrial production index for the first six months of 2025 is estimated to have increased by 20% compared to the same period last year. This marks the highest year-on-year growth rate for this period since 2020.
In the first six months of 2025, Hoa Binh province’s export turnover was estimated at 1.145 billion USD, marking an 18.11% increase compared to the same period in 2024. Import turnover was estimated at $ 804 million, a 17.15% increase, which helped the province maintain a positive trade balance.
The lives of the ethnic minority farmers in Tan Lac district have gradually improved thanks to the new directions in agricultural production. This is a testament to the collective strength fostered through the professional associations and groups implemented by various levels of the district’s Farmers’ Union.
With the motto the "product quality comes first,” after nearly one year of establishment and operation, Muong village’s Clean Food Agricultural and Commercial Cooperative, located in Cau Hamlet, Hung Son Commune (Kim Boi district), has launched reputable, high-quality agricultural products to the market that are well-received by consumers. The products such as Muong village’s pork sausage, salt-cured chicken, and salt-cured pork hocks have gradually carved out a place in the market and they are on the path to obtaining the OCOP certification.
In the past, the phrase "bumper harvest, rock-bottom prices" was a familiar refrain for Vietnamese farmers engaged in fragmented, small-scale agriculture. But today, a new spirit is emerging across rural areas of Hoa Binh province - one of collaboration, organisation, and collective economic models that provide a stable foundation for production.
Maintaining growing area codes and packing facility codes in accordance with regulations is a mandatory requirement for agricultural products to be eligible for export. Recently, the Department of Agriculture and Environment of Hoa Binh province has intensified technical supervision of designated farming areas and packing facilities to safeguard the "green passport" that enables its products to access international markets.
