(HBO) - Forestry Development Project of Hoa Binh province (Kfw7) was implemented from 2006 to August 2017 with funding capital from German Bank for Reconstruction and non-refundable grant aid from German Government, the Reciprocal of Vietnam Government with the long-term goal of "To contribute to the sustainable management of natural resources through planting, managing, forest protection and biodiversity conservation." The project was implemented in the area of Kim Boi, Ky Son, Luong Son, Lac Son districts and Hoa Binh city with a total capital of over 113 billion VND.

The Kfw7 project
was implemented in the areas of Hoa Binh and Son La provinces. The long-term goal of the project is to
contribute to restoring the ecosystem of the watershed forest areas, protecting the irrigation system,
using forest resources sustainably and the conservation of biodiversity, creating the model to
help national forestry programs in the area improve efficiency, contributing to
hunger eradication and poverty reduction. Particularly,
some specific targets in our province include:
afforestation, natural regeneration and management, protection of over 4,500 hectares of forest, of
which 2,600 hectares of new plantation and 1,900 hectares of natural regeneration and protection of
natural forests; implementing community forest management of 2,844 hectares / 17 village communities; forest management
on the basis of population communities; community development; to conserve
biodiversity in the Thuong Tien Nature Reserve, Kim Boi district.
The evaluation final report of the project showed that: the project has
established forest, afforestation, natural regeneration and forest management
and protection on 5,200 hectares / 4,500 hectares, reaching to 115% of the plan. Community-based forest management has been implemented on 2,100
hectares /
2,800 hectares, reaching at 75% of the plan and 17/17 models, reaching at 100% of the plan. Two
objectives of community development and biodiversity conservation achieve 100% of the plan.
For the outputs, 20plans of planning village forest land for use have been participated
and completed in 20 communes, with the approvals
from the district Committees of Luong Son, Ky Son, Kim Boi, Lac Son
and Hoa Binh with a total area of over 12,000 hectares. The investigation of planning the project areas has been completed in 20
communes of 5 districts and city with the area of 8,100 hectares. 710
certificates of land use rights for individuals and households implementing the
projects have been given. 81 gardens of seedling trees have been set up in the
area. 3,172 saving accounts have been opened for individuals, households and
villager communities at the banks with the initial amount of over 25 billion
VND.
According to data from the Hoa Binh Provincial Party Committee, the industrial production index for the first six months of 2025 is estimated to have increased by 20% compared to the same period last year. This marks the highest year-on-year growth rate for this period since 2020.
In the first six months of 2025, Hoa Binh province’s export turnover was estimated at 1.145 billion USD, marking an 18.11% increase compared to the same period in 2024. Import turnover was estimated at $ 804 million, a 17.15% increase, which helped the province maintain a positive trade balance.
The lives of the ethnic minority farmers in Tan Lac district have gradually improved thanks to the new directions in agricultural production. This is a testament to the collective strength fostered through the professional associations and groups implemented by various levels of the district’s Farmers’ Union.
With the motto the "product quality comes first,” after nearly one year of establishment and operation, Muong village’s Clean Food Agricultural and Commercial Cooperative, located in Cau Hamlet, Hung Son Commune (Kim Boi district), has launched reputable, high-quality agricultural products to the market that are well-received by consumers. The products such as Muong village’s pork sausage, salt-cured chicken, and salt-cured pork hocks have gradually carved out a place in the market and they are on the path to obtaining the OCOP certification.
In the past, the phrase "bumper harvest, rock-bottom prices" was a familiar refrain for Vietnamese farmers engaged in fragmented, small-scale agriculture. But today, a new spirit is emerging across rural areas of Hoa Binh province - one of collaboration, organisation, and collective economic models that provide a stable foundation for production.
Maintaining growing area codes and packing facility codes in accordance with regulations is a mandatory requirement for agricultural products to be eligible for export. Recently, the Department of Agriculture and Environment of Hoa Binh province has intensified technical supervision of designated farming areas and packing facilities to safeguard the "green passport" that enables its products to access international markets.
