HBO - In the years of 2016 and 2017, Hoa Binh ranked 52nd out of the 63 localities in provincial competitiveness index (PCI). The respective points in 2016 and 2017 were 56.8 and 59.42. According to statistics by the Vietnam Chamber of Commerce and Industry, in 2018, the province posted 61.73 points, rising to the 48th position out of 63 cities and provinces, four positions higher than that of 2017.
The improvement in the PCI ranking is resulted from the drastic
leadership and direction of the provincial Party Committee, People’s Committee
as well as comprehensive measures in the field.
In 2018, the province issued a decision assigning provincial
leaders to direct key projects and deal with obstacles in the process of
implementing the projects in order for them to become operational soon. In its
plan to improve the business environment and competitiveness, the province
tasks agencies to monitor and improve component indexes of the PCI. The People’s
Committee of the province has issued a dispatch on the implementation of a
number of solutions to raise unofficial indexes.

All difficulties and obstacles facing investors and businesses have been settled by the local administration through dialogues and direct working sessions with each enterprise. The provincial People’s Committee has directed the reviewing and announcing of the list of newly-issued administrative procedures as well as revised and supplemented ones, along with cancelled procedures in investment, land use, construction and business operations by departments, agencies and the People’s Committees of district and cities. Hoa Binh has made public administrative procedures, planning and development plans of the province.
The provincial Party Committee and People’s Committee have directed the arrangement and completion of administrative agencies, enhancing the operational quality and efficiency of the public administrative centre and trade, investment and tourism centre.
Meanwhile, the province has modernized its administrative system, while building the e-government. It has applied a software to monitor and supervise professional agencies during their operations.
In 2018, the province saw 57 projects licensed, including 54 domestically funded worth 13.44 trillion VND and three foreign invested with a combined registered capital of 200.24 million USD./.
According to data from the Hoa Binh Provincial Party Committee, the industrial production index for the first six months of 2025 is estimated to have increased by 20% compared to the same period last year. This marks the highest year-on-year growth rate for this period since 2020.
In the first six months of 2025, Hoa Binh province’s export turnover was estimated at 1.145 billion USD, marking an 18.11% increase compared to the same period in 2024. Import turnover was estimated at $ 804 million, a 17.15% increase, which helped the province maintain a positive trade balance.
The lives of the ethnic minority farmers in Tan Lac district have gradually improved thanks to the new directions in agricultural production. This is a testament to the collective strength fostered through the professional associations and groups implemented by various levels of the district’s Farmers’ Union.
With the motto the "product quality comes first,” after nearly one year of establishment and operation, Muong village’s Clean Food Agricultural and Commercial Cooperative, located in Cau Hamlet, Hung Son Commune (Kim Boi district), has launched reputable, high-quality agricultural products to the market that are well-received by consumers. The products such as Muong village’s pork sausage, salt-cured chicken, and salt-cured pork hocks have gradually carved out a place in the market and they are on the path to obtaining the OCOP certification.
In the past, the phrase "bumper harvest, rock-bottom prices" was a familiar refrain for Vietnamese farmers engaged in fragmented, small-scale agriculture. But today, a new spirit is emerging across rural areas of Hoa Binh province - one of collaboration, organisation, and collective economic models that provide a stable foundation for production.
Maintaining growing area codes and packing facility codes in accordance with regulations is a mandatory requirement for agricultural products to be eligible for export. Recently, the Department of Agriculture and Environment of Hoa Binh province has intensified technical supervision of designated farming areas and packing facilities to safeguard the "green passport" that enables its products to access international markets.
