In December 2020, Mr. Dinh The Ngu Ton from Tan Vinh Service Cooperative of Agriculture - Forestry – Irrigation in Tan Vinh Commune (Luong Son) and Mr. Tran Trung Duc from the Cooperative of Viba Banana in Lien Son Commune (Luong Son), the 2 representatives of the province were honored to receive Luong Dinh Cua Award in 2020. Being the representatives of the young generation who dare to think, to do and to challenge themselves, and with the care, support and companionship of all levels of The Youth Union, after a period of building and developing the startup models with all enthusiasm, passion, and success have appeared to the 2 young men. These models have not only been creating stable jobs for many local workers, they have also been contributing to improving product quality, bringing the brands of home agricultural to new markets.

Currently, in the whole province there are over 680 start-up models owned by the young people, of which nearly 400 models belong to the field of agriculture - forestry, creating stable jobs for thousands of young people. In order to promote the start-up movement among young people, the Provincial Standing Committee has directed the Youth Union at all levels in the province to actively propagate and raise awareness for the young people about starting a business and setting up a career. They have enhanced the discovery, the support and the replication of the youth models doing economy efficiently in the locality. They have also organized job exchanges, vocational classes for rural young people. They have been actively coordinating with the appropriate authorities, especially the agricultural sector in order to create mechanisms and resources to support, attract, gather enthusiastic young people to take part in implementing the startup program and the local tasks of the socio-economic development cal. In addition, they have been promoting the implementation of movements to accompany the young people to start up their own career, the contest "Creative startup ideas for young people in Hoa Binh province”. Thereby, it has been creating a useful playground for young people, attracting the care and support of the socio-economic organizations for start-up ideas. At the same time, it has promoted encouraged and built the entrepreneurship spirit, arousing the start-up ideas and the aspiration to get rich in a legitimate way among young people.

Stemming from the reality of the employment needs of the provincial Youth Union, the Provincial Youth Communist Union and the Youth Association have cooperated with AEA in Vietnam to launch the program of the business incubator for the Ethnic Minority in the period of 2020-2024. They have signed a cooperation agreement with "Career page” – the Goldnews Group on organizing a series of career-oriented festivals, start-ups and recruitment. The Youth Union at all levels have continued to implement the plan implementing the project "Consultancy, career guidance, job introduction for young people and teenagers in the period of 2018 - 2022”. They have consulted and guided career for more than 20,000 turns of young people, introducing jobs for 3,200 young people at the working age, and 23 training sessions to transfer science and technology to youth union members have been organized.

Promoting its role as a bridge to help the Young Union members and young people to set up their own career, the Provincial Communist has Youth Union actively been directing the Youth Union at all levels to continue to coordinate and maintain effectively loans from the Bank of Social Policy and the National Fund for job creation (capital 120) for students and high school students. Up to now, the fund from the Bank of Social Policy managed by young people has reached 792,706 billion VND with 636 loan groups, 24,626 loan households of young people; the 120 capital source is over 1.4 billion dongs with 25 projects being implemented.

Promoting the implementation of the startup among the youth has contributed to spreading and promoting the impulsive spirit of youth in the local socio-economic development. In the period of 2011-2020, over 11,000 youth projects in the province received loans, with a total capital of nearly 299 billion VND. The clubs of youth startup have been formed with full efficiency from the province to the grassroots. More and more high-profit startup models of young people have been appearing, creating jobs for many local workers. In particular, many young people of the ethnic minorities have overcome all difficulties to get rich in a legitimate way.
