(HBO) - Seizing development opportunities, the Party Organisation of Luong Son district in Hoa Binh province has focused on innovating and improving leadership capacity to implement specific action plans and programmes of the 17th provincial Party Congress’s Resolution and the 26th district Party Congress’s Resolution, striving to build Luong Son into the nucleus of the dynamic economic region of the province.

Thanks to efforts and creative ways, the district's Party Organisation has successfully completed political tasks, especially Luong Son district was recognised as a new-style rural area after satisfying national criteria and Luong Son town and its expanded area met standards of a fourth-tier urban area one year ahead of schedule set out in the provincial Party Committee’s resolution.

The potential and advantages are being exploited very well. Positive changes have been made in the renovation of infrastructure and the appearance of urban and rural areas. People's lives have also been improved.

More capital has been poured into industrial infrastructure, industrial clusters, urban areas, trade and services. The construction of several urban housing projects has begun.

New-style rural communes have also focused on investing in infrastructure, facilities, and transforming production models to meet the advanced criteria of new-style rural areas. The communes in the south of the district have moved strongly in attracting investment, developing industry and services in association with restructuring the agriculture sector, and building new-style rural areas.

Identified as the economic driving force of the province, with its own potential and advantages, Luong Son district is standing in front of many opportunities, but also facing challenges that need to be solved. The resolution of the 26th Party Congress of Luong Son has set the target of turning the district into the nucleus of the province's key economic region by 2025. Specifically, its budget revenue will reach 1 trillion VND (43.9 million USD) and the district’s per capita income will be 83 million VND (3,640 USD) by 2025.

The district People's Committee has directed localities to tighten land management and investment in construction in accordance to their competence. In addition, it asked a legal consultancy working group to handle violations related to land and construction to coordinate with the People's Committees of communes and townships to strengthen inspection at the grassroots level to promptly detect violations and deal with them accordingly.

The district has hold dialogues with businesses and investors, giving specific instructions to remove difficulties in site clearance, supporting enterprises to implement urban and commercial housing projects and services to put them into operation soon.

The district Party Organisation is renovating its ideas, ways of doing things, drastically adopting administrative reform solutions, improving the business environment, and supporting enterprises and investors in implementing projects.

It is also mobilising resources, especially non-State budget, for infrastructure investment, improving the quality of urban criteria, build new-style rural areas, and turning Luong Son district into a dynamic region of the province.
