(HBO) - There is no need to come in person, just with a smartphone with the internet connection, on April 1st, Ms. Hoang Thi Huong from zone 13, Chi Ne town downloaded the application form, filled in the information and submitted the application online at level 3 to the Department of Receiving and Returning results of Lac Thuy district to carry out the administrative procedures in the judicial field about correcting one's middle name in the child's birth certificate. 


The people are transacting at the Department of Receiving and Returning results of the People's Committee of Lac Thuy district.

Ms. Huong said: This level 3 online public service is convenient, the registration procedure is simple, it can be done at any time of the day as long as there is an Internet connection there, which helps us save the travel costs and the transaction time. We can track the status of our profile online or via text message. Immediately after receiving the online application, the officer in charge of one-stop shop, Ms. Huynh Thi Minh Thao gave it to the specialization room and made an appointment to return the results to Ms. Huong at the receiving place on April 6th.

This is just one of hundreds of the administrative procedures that have been resolved in the online environment in the past time in Lac Thuy district. Over the years, the People's Committee of Lac Thuy district has issued many programs and plans to promote the administrative reform to better serve the people and enterprises. The main contents of the administrative procedure reform focus on reviewing, reducing and simplifying the business conditions, the composition of documents and the optimization of the administrative procedures on the basis of applying information technology; renewing and improving the efficiency of the Department of Receiving and Returning results at district’s and commune’s levels, continuing to implement the one-stop-shop machanism, inter-agency one-stop-shop mechanism in handling the administrative procedures.The implementation of the administrative procedures in the electronic environment has been promoted so that the people and the enterprises can perform it anytime, anywhere, on different means... 

The District’s People's Committee has publicized the administrative procedures under its jurisdiction for 10 areas, 254 administrative procedures. The number of the administrative procedures under the vertical sectors carried out at the district-level OSS is 18 procedures, and 13 procedures have been carried out at the OSS of the communal level. The number of the administrative procedures being handled according to the one-stop-shop mechanism, inter-agency one-stop-shop are 377 ones. The connection, sending and receiving documents between the District’s People's Committee and the affiliated units, the communes and the town through the document management software and the work records has been maintained and used effectively. Implementing e-government, continuing to apply the digital signatures in management and administration, the rate of documents going to be digitally signed has reached 99.57%. Stepping up the resolution of the administrative problems at level 3 and level 4, the District’s People's Committee has been cooperating with the District’s Party Committee to establish a Youth Association to propagate the public services online, arranging the union members and the young people to stand at the one-stop section to direct and lead the citizens coming for transaction. They have been maintaining the release of the instructional videos for submitting applications of the public services at level 3 and level 4 at the one-stop department, creating the favorable conditions for the citizens to refer to and implement. Accordingly, the number of the dossiers made through online public services at levels 3 and 4 reached 70.68%. In the first quarter of 2022, the Division of Receiving and Returning results of the district received 205 dossiers of level 3, 48 dossiers of level 4; the commune level received 2,628 dossiers of level 3 and 327 dossiers of level 4. 

However, the use of the online public services in handling the administrative procedures is not very effective because the people's ability to access information, the qualifications, and the equipment for applying information technology is still limited. The implementation of receiving dossiers and returning the administrative results through the public postal service has been well received by people, but the results are not high due to the desire to send the documents and receive results on person... 

Mr. Nguyen Van Hai, the Chairman of the District’s People's Committee said: In the coming time, the district will strengthen reforming the process of implementing the administrative procedures. It is necessary to timely and fully announce the newly-issued administrative procedures, the amended, supplemented and standardized administrative procedures. It is suggessted strictly implementing the listing of the administrative procedures, the addresses, the specialized telephone numbers, the email boxes receiving and handling complaints and recommendations of the individuals and the organizations on the administrative regulations at Division of Receiving and Returning results at district’s and commune’s levels. They have been actively propagating about the provision of online public services at level 3 and level 4. the quality and performance of the Division of Receiving and Returning results at the district’s and commune’s levels have been maintained and improved.
