(HBO) - Hoa Binh city's state budget revenue for Q1 2022 is estimated at 855,169 billion VND. This represents 85.51 percent of the target set by the municipal Party Congress Resolution of 1 trillion by 2025.
The rapid rise in revenue since the start of 2022 was
attributed to the city government accelerating the collection of land
allocation, land use right auction, and housing taxes, a boon in land use levy
fees.

Hoa Binh city is running
numerous urban and commercial housing projects, contributing to increasing
budget revenue from land use fees.
In the first three months of the 2022, the total state
budget revenue of Hoa Binh city was estimated at 168.85 billion VND, or 22.13
percent of the estimate assigned by the province. This represented a
year-on-year increase of 32.54 percent.
Revenue from taxes and fees was estimated at 113.85
billion VND, 19.19 percent of targets, up 2.63 percent over the same period in
2021.
Land use fee collection was estimated at 55 billion
VND, equivalent to 20.99 percent of targets, and equivalent to 333.96 percent of
data for the same period in 2021.
Local budget revenue was estimated at 225.59 billion
VND, equivalent to 18.84 percent of the targets. The city budget adjustment
revenue was estimated at 125.59 billion VND.
Total budget expenditure was estimated at 182.7
billion VND, accounting for 15.25 percent of the Resolution targets, and
equivalent to 75.38 percent of data for 2021./.
According to data from the Hoa Binh Provincial Party Committee, the industrial production index for the first six months of 2025 is estimated to have increased by 20% compared to the same period last year. This marks the highest year-on-year growth rate for this period since 2020.
In the first six months of 2025, Hoa Binh province’s export turnover was estimated at 1.145 billion USD, marking an 18.11% increase compared to the same period in 2024. Import turnover was estimated at $ 804 million, a 17.15% increase, which helped the province maintain a positive trade balance.

But today, a new spirit is emerging across rural areas of Hoa Binh province - one of collaboration, organisation, and collective economic models that provide a stable foundation for production.
Maintaining growing area codes and packing facility codes in accordance with regulations is a mandatory requirement for agricultural products to be eligible for export. Recently, the Department of Agriculture and Environment of Hoa Binh province has intensified technical supervision of designated farming areas and packing facilities to safeguard the "green passport" that enables its products to access international markets.
