(HBO) - The Party Committee of Hoa Binh province has outlined four policies offering strategic breakthroughs in planning, infrastructure development, business climate improvements, and investment attraction.
During a recent working session with the provincial Party Committee’s Executive
Board, Party General Secretary Nguyen
Phu Trong said the breakthroughs will help Hoa Binh achieve its target of becoming
a leading locality in the midland and northern mountainous regions in terms of economic
development by 2030 and a developed locality by 2050.
With numerous action plans, resolutions, and specific projects, the Provincial Party
Committee has posted important results in the implementation of strategic breakthroughs.
The province has completed the first phase of planning for the 2021-2031 period
and vision to 2050, and is working to submit the second phase to the Government
for approval in the second quarter of this year. Under its planning, the province
targets becoming a leading locality in the northwestern region in terms of GDP growth,
backed by pillars such as ecotourism, green industry, and clean agriculture. In
addition to completing land-use planning in Hoa Binh city and all districts for
the 2021-2030 period, the province is also adjusting planning in areas with
major potential to attract investment.
Regarding infrastructure, the Party Standing Committee has worked to develop uniform
and modern transport infrastructure, with disbursed investment accounting for 53
percent of total assigned capital for the 2021-2025 period. The province has approved
in principle a wide range of key transport projects, including links from Xuan Mai
Town to Luong Son Town, Quang Tien to Thinh Minh, and Hoa Binh to Moc Chau, among
others.
Project No 02-DA/TU was issued on August 26, 2021 to boost the development of uniform
transport infrastructure and to develop Luong Son town into a tier-4 urban area
and upgrade Hoa Binh city into a tier-2 urban area by 2025.
As part of efforts to improve the local business climate, the province has introduced
substantial measures to accelerate administrative reform and boost the efficiency
of State management.
It has worked closely with relevant agencies and ministries and sought their support
in regard to institutions and policies to attract investment. Local authorities
have also ordered those responsible to cut the time needed to complete administrative
procedures by 30 percent while holding regular meetings with investors to offer
them timely support.
Slow-moving projects have been revoked, while site clearance has been accelerated
to ensure projects kick off in line with schedules, contributing to local socio-economic
development.
Major corporations have expressed an interest in land investments in the province,
including Vingroup, SunGroup, FLC, and Flamingo.
Regarding breakthroughs in human resources, a host of measures to develop vocational
training in keeping with market demand have been outlined by local authorities.
The province has also sharpened its focus on boosting the socialisation of vocational
education.
With a view to continuing the implementation of action plans, strategic breakthroughs,
and projects, the Provincial Party Committee has asked authorities at lower levels,
the Vietnam Fatherland Front Committee, and relevant parties to compile their owns
action plans in line with their functions and assigned missions. Their work will
