(HBO) – Hoa Binh’s Steering Committee for Provincial Administrative Reform (PAR) held a conference on May 31 afternoon to evaluate the results of the PAR Index and the Public Administration Performance Index (PAPI) in 2021 of the province. The event was chaired by Bui Van Khanh, Vice Secretary of the provincial Party Committee, Chairman of the provincial People's Committee and head of the steering committee.

Speaking at the event, a leader of the Department of Home
Affairs said that on May 25, the Government's PAR Steering Committee announced
the PAR INDEX 2021 of ministries, ministerial-level agencies, People's Committees
of provinces and centrally-run cities, according to which Hoa Binh's PAR index
in 2021 was 87.06 percent, ranking 25th out of the country's 63 localities.
For the PAPI 2021, Hoa Binh reached 43.48 points, ranking
19th out of the 63 provinces and cities, in the high-average group of the whole
country. However, compared to 2020, the province saw a decrease of 1.123 points
and fell 10 places on the rankings.
At the conference, participants agreed to strive for
administrative reform governance to achieve at least 96 percent, organisational
apparatus reform at least 85 percent, administrative procedure reform criteria
at least 96 percent, formulating and organising the implementation of legal
documents 95 percent or more, public administrative reform 90 percent or more,
investment disbursement 100 percent, and IT application in administrative
modernisation at least 95 percent.
Vice Secretary Bui Van Khanh asked departments and branches
to base on the report assessing each indicator to continue coming up with
solutions to overcome obstacles and improve the PAR index. He stressed that
departments and branches must be responsible for addressing weaknesses in the
fields under their management.
This is a nationwide race in which all localities have to
run as fast as possible, he stressed, requiring each department and branch to
take drastic measures and affirm its role and responsibility in the
implementation of PAR indicators and the effectiveness of public
administration. This is also a condition to contribute to the successful
implementation of the province's socio-economic development targets in the
coming time, he added./.
According to data from the Hoa Binh Provincial Party Committee, the industrial production index for the first six months of 2025 is estimated to have increased by 20% compared to the same period last year. This marks the highest year-on-year growth rate for this period since 2020.
In the first six months of 2025, Hoa Binh province’s export turnover was estimated at 1.145 billion USD, marking an 18.11% increase compared to the same period in 2024. Import turnover was estimated at $ 804 million, a 17.15% increase, which helped the province maintain a positive trade balance.

But today, a new spirit is emerging across rural areas of Hoa Binh province - one of collaboration, organisation, and collective economic models that provide a stable foundation for production.
Maintaining growing area codes and packing facility codes in accordance with regulations is a mandatory requirement for agricultural products to be eligible for export. Recently, the Department of Agriculture and Environment of Hoa Binh province has intensified technical supervision of designated farming areas and packing facilities to safeguard the "green passport" that enables its products to access international markets.
