(HBĐT) - (HBO) – The Hoa Binh provincial People’s Committee on August 23 held a meeting with the steering committee for improving the investment and business environment and the Provincial Competitiveness Index (PCI)

Van Khanh, Vice Secretary of the provincial Party Committee and Chairman of the
provincial People’s Committee, chairs the meeting.
In 2021, Hoa Binh province gained a PCI score of
only 57.16 points, 5.64 points lower than 2020, ranking 62nd nationwide and
falling 18 places from the previous year.
Two sub-indexes improved, namely proactivity (up
0.33 point) and business support Policy (up 0.01 point), but their positions
still declined four and 20 places from 2020, respectively. Meanwhile, the
sub-index of policy bias stood at the last position in the rankings. The scores
and positions of seven other sub-indexes, namely entry costs, access to land,
transparency, informal charges, time costs, labour policy, and law and order,
also declined.
At the meeting, representatives of departments
and sectors pointed out causes of the weaknesses, as well as responsibility of
the agencies in charge of the poor-performing sub-indexes, especially entry
costs and access to land.

Nguyen Phi Long underlined the necessity to accelerate improving the investment
and business climate, attracting investment, and raising the PCI of Hoa Binh.
It is also important to straightforwardly look into shortcomings, weaknesses,
and causes to work out drastic solutions to those bottlenecks.
Among the focal tasks to improve the PCI,
authorities need to firstly focus on bettering the quality of the provincial
People’s Committee’s governance and leadership; boosting departments, sectors
and localities’ performance of duties; implementing administrative procedure
reforms; and raising cadres and civil servants’ specialised capacity and
attitude when serving people and businesses, he demanded.
He asked leaders of departments, sectors, and
district-level People’s Committees to promote their sense of responsibility and
create more favourable conditions for people and businesses.
In his remarks, Chairman of the municipal
People’s Committee Bui Van Khanh called for continued efforts to reform mindset
and raise the awareness and sense of responsibility among leaders of agencies
and administrations, cadres, civil servants, and public employees, especially
those at the departments of natural resources & environment, home affairs,
and planning & investment.
He also asked for more attention to improve the
poor-performing sub-indexes, training and guidance for businesses in replying
to PCI interviews so that they can give objective and precise assessment, and
enhanced prevention of bureaucratic hurdles to people and businesses.
