(HBO) - Being a mountainous province with no border gate, seaport, railway... however, being adjacent to Hanoi capital, our province has been promoting the industrial development in a sustainable and efficient direction, which is environmentally friendly.

In the period of 2021 - 2025, the province's viewpoint and orientation is to develop industry in a sútainable direction on the basis of exploiting the potentials and the strengths of the local raw materials, the quality human resources, and enhancing efficiency in the use of raw materials and environmental protection. Along with that, it is necessary to promote the application of high technology to increase the added value of products, improve productivity and competitiveness ability of the industrial sector. The province has also focuses on prioritizing the formation and development of the industries with strengths and competitive advantages such as energy, processing, deep processing industry, high-tech industry, manufacturing industry, supporting industry, material building industry; exploiting and economically using the raw materials in the area...

In order to promote the industry to strongly develop, in November 2021, the Provincial Party Committee issued Project No. 07-DA/TU on the development of industry and handicrafts in Hoa Binh province in the period of 2021 - 2025. The cost for implementing the project is over 52,975 billion VND, of which, the provincial budget is over 610 billion VND, including funding for the development of supporting industries, investment in technical infrastructure of industrial zones and clusters, funding for the local industrial promotion and the capital of the enterprises is over 52,364 billion VND.

Along with the goal of improving the business environment and enhancing national competitiveness ability according to Resolution No. 02 of the Government, the province has promoted the construction of transport infrastructure, especially the roads connecting the city center with the industrial zones, the arterial roads through key economic areas such as the road linking Hoa Binh city - Kim Boi city, expanding Hoa Lac - Hoa Binh highway, Hoa Binh - Moc Chau highway...

Currently, 8 industrial zones with a total area of over 1,500 ha have been decided to be establishe in the province; Lac Thinh Industrial Park is being proposed to be expanded to about 1,000 ha, adding 3 new industrial zones with an area of over 1,260 ha and 21 industrial zones with an area of over 800 ha; by 2025, the land area of industrial zones and clusters are being tried to account for about 1% of the province's natural land area.

In recent years, the development of the industrial zones has been paid attention to by all levels, branches and localities. Up till now, in the whole province there have been 16 out of 21 the industrial zones with an area of over 683.2 ha that have been decided to be established by the Provincial People's Committee. The total investment capital for the infrastructure development of the industrial zones is about 600 billion VND, the registered capital of the investment enterprises is over 3,114 billion VND. The Department of Industry and Trade is continuing to coordinate with the People's Committees of the districts and the city to review, supplement and adjust the planning of the industrial zones in the plan for the period of 2021 - 2030, with a vision to 2050 in Hoa Binh province. Accordingly, the total number of the industrial zones is up to 34 ones with a total land area of 2,065.16 ha, ensuring the compliance with Resolution No. 330/NQ-HDND, dated on December 9, 2020 of the Provincial People's Council.

The statistics in the first quarter of 2023, the production index of the provicial entire industry was estimated to increase by 0.5% compared to that of the same period last year, increasing by 0.64% compared to the fourth quarter of 2022. In which, the mining industry was estimated to increase by 3.57% compared to taht of the same period last year; the processing and manufacturing industry was estimated to decrease by 3.45%; the production and distribution of electricity, gas, hot water, steam and air-conditioning was estimated to increase by 3.47%; water supply industry, waste water and waste management and treatment activities were estimated to increase by 12.32%.

According to the Director of the Department of Industry and Trade, Mr.  Pham Tien Dung, the situation of industrial and handicraft production in the province has been assessed to have grown quite well. The total value of industrial and handicraft production was estimated at over 10,200 billion VND, increasing 15.7% compared to that of the same period, fulfilling 25.01% of the plan. The two key industrial development areas are Hoa Binh city with the value of the industrial and handicraft production of 1,615 billion VND, increasing 10.9% compared to that of the same period and Luong Son district with the value of the industrial and handicraft production of 6,557 billion VND, increasing 17.6% compared to that of the same period, fulfilling 24.84% of the plan.

However, the current situation of the industrial development still has some limitations. They are the development of the technical infrastructure in industrial zones is slow, affecting the investment attraction for the secondary investors. The main reason is that the site clearance has many problems, the investors and the local people have not yet agreed on the compensation price... However, according to the Management Board of the provincial industrial zones, in the coming time they will use many solutions to implement synchronously, the province will increase the rate of the synchronous investment in the technical infrastructure in the industrial development areas, gradually filling up the industrial zones and clusters in the area; creating a large area of clean land with the infrastructure to attract large investment projects, potential and capable investors; effectively supporting investors and enterprises in the process of implementing the projects and the production and business activities. It is necesary that the enterprises in the industrial zone should try to have an average revenue of 20,517 billion VND a year; the average export value is 663 million USD a year; the average payment to the State budget is 250 billion VND a year; on everage, creating new jobs for about 2,000 laborers a year; making Hoa Binh province's economy to the average development level of the country in the coming times.
