In recent times, Da Bac district has paid attention to implementing gender equality work for the advancement of women. The role and position of women in the family and society have been affirmed, making an important contribution to the socio-economic development of the locality.


The Women's Union of Cao Son commune (Da Bac) disseminates the policies and laws on gender equality to the people. 

Mr. Tran Kieu Oanh, the President of the Women's Union of Da Bac district, says: There are 460 branches and groups in the whole Union, belonging to 17 commune-level Union bases and 1 Women's Union unit of the District Police with more than 10,540 members. The rate of women participating in union activities reached 75%. In order to achieve the goals of gender equality and women's advancement, the District Women's Union has widely implemented the propaganda and dissemination of gender equality policies and laws with diverse contents and forms. The activities aim to encourage and support women to start businesses, develop the economy, and participate in building new rural areas and civilized urban areas. It is necessary to create conditions for the women to access legal sources of loans, raise awareness and views on gender equality and women's cadre work, contributing to narrowing the gender gap in the political system. The Union at all levels has mobilized the resources, promoting activities to support women in economic development, job creation, income increase, living conditions improvement and economic status enhancement of women in the family. 

Implementing Project 939 to support women in starting a business, period 2017 - 2025, the district has 17 ideas participating in the business initiative challenge competition, 2 ideas participating in the provincial women's startup competition, of which 9 ideas won prizes, and they were funded with 500 million VND, 1 idea won third prize in the provincial competition. In addition, there are many activities to support the women starting a business locally, building and supporting 4 women's livelihood groups; establishing 2 cooperatives, building many economic models suitable to the characteristics of each local situation, creating conditions for the women to support each other in production and business. 

Implementing Project 8 under the National Target Program on the Socio-Economic Development for the areas of Ethnic Minorities and Mountainous Areas for the 2021-2030 period in the district, the district has established 66 community communication teams with the participation of 660 members, contributing to propagating and mobilizing the people to change their thinking and ways of doing things, eliminating the gender prejudices in families and communities; enhancing economic empowerment for the women, promoting the gender equality and solving the urgent problems of women and children. They have established and maintained 13 Safe Address models in the communes implementing Project 8; 13 "Leaders of Change” clubs in primary and secondary schools and community leader clubs. 

The work of female officers has received the right attention, creating conditions for the female officers to mature in both quantity and quality. 100% of the Association's officers have met the professional standards, including the requirements and standards of leaders and managers during the renovation period. In the 2020 - 2025 term, the Standing Committee of the District’s Party Committee has 2 out of the 11 female officers, reaching 11.18%; the Executive Committee of the District’s Party Committee has 9 out of the 36 female officers, reaching 24.32%, the rate of women at the grassroots level is 21.84%. In the whole district, there are 69 Association officers and female members who are the People's Council delegates at all levels for the 2021 - 2026 term (10 at the district level; and 59 at the grassroots level). 

Ms. Tran Kieu Oanh, the President of the Women's Union of Da Bac district, adds: In order for the female officers to participate in Party committees, the People's Councils, and hold leadership positions in the sectors and organizations representing women of all walks of life, to speak up, to be a bridge to bring the thoughts, feelings, and aspirations of women to Party committees and authorities, in the coming term, we hope that the proportion of women participating in Party committees at all levels will be given attention and that female delegates to the People's Councils will reach the prescribed rate of 30% or more. In order to prepare female officers for the Party Congresses at all levels, based on the actual situation in the locality, the Union will coordinate with the Organizing Committee of the District’s Party Committee to propose and recommend to the Party Committees to direct and ensure the structure of female officers participating in Party committees at all levels. 

In the coming time, the District’s Women's Union will continue to implement the programs, integrating the content of gender equality with the programs and plans of agencies and units. It is suggested to strengthen propaganda in various forms to raise awareness of the whole society about the gender equality and women’s advancement, gradually reducing and ending domestic violence, and building equal, prosperous and happy families.
