Creating jobs for labourers in general and young people in particular is currently a focus of the province, with vocational training linked to job creation considered one of the strategic breakthrough solutions.

CRC Solar Cell JSC in Luong Son Industrial Park specialises in producing solar panels, creating employment for many workers.

Covering an area of 7ha, Song Da Vocational College, formerly known as the Viet Xo College of Mechanical and Electrical Engineering, is equipped with comprehensive infrastructure and modern equipment to serve vocational training. Each year, the college admits hundreds of students in a variety of fields such as industrial electricity, automotive technology, welding and accounting. Most students in the school are from ethnic minority groups and in disadvantaged circumstances. Currently, the college has over 610 students. It aims to become a prestigious vocational training institution, which provides students with modern technological knowledge, thereby meeting the requirement of large enterprises.

Le Thanh Hai, principal of Hoa Binh Technical College of Technology with enrollment of nearly 1,000 students, said in the near future the school will focus on training to provide highly skilled workers in line with the demand of big companies.

Nguyen Long from R Vietnam Technical Research Co. Ltd in Hoa Binh City suggested that the province should attract more social resources in vocational education to meet the recruitment need of businesses. Favourable mechanisms are needed to encourage local businesses to train their workers and coordinate with vocational training institutions in the locality in training and offering employment opportunities, he continued.

Statistics from the provincial Department of Labour, Invalids and Social Affairs showed that the proportion of trained labourers in the province reached 61% of the workforce, with 25% holding degrees or certificates. The employment rate among workers having received vocational training surpassed 80%.

Creating jobs for workers has always been one of the important tasks which contribute to ensuring social security and economic development. Therefore, a range of solutions have been rolled out by the authorities and departments at all levels in this regard.

The provincial Employment Service Centre plays a vital role in bridging labour supply and demand. In addition to connecting workers and domestic businesses, the centre also carries out many programmes to send labourers to work abroad. It also organises job fairs to introduce employment opportunities to workers, especially for youth in remote and rural areas and newly graduated students, through consultations and exchange of information about recruitment needs of businesses in the province and those from other localities.

The results of implementing job creation solutions for workers can be clearly seen in Luong Son district. As one of the key areas in the province for economic development and labour attraction, many businesses in Luong Son Industrial Park have continuously recruited additional workers due to a rise of orders from partners since the beginning of this year. Vo Van Truong, a representative of the industrial park’s Management Board, said that over 15,000 workers are currently working in the industrial park. Over the years, the board has actively contributed to job placement, creating the most favourable conditions for workers to access and learn about businesses operating in the industrial park.
