In recent years, Cao Phong district has made continuous efforts to improve the quality of education and training (E&T), creating the significant highlights in the educational sector. With the synchronized solutions and a focus on resource investment, the district has achieved encouraging results.

Enhancing resources for education development

In line with Resolution No. 19 of the Hoa Binh Provincial Party Standing Committee on strengthening the resources for E&T development for the period of 2023-2030, Cao Phong district has implemented plans to achieve the set goals. The district conducted surveys and assessments of the school infrastructure from 2018 to 2023. The results show that the school system has been rationally arranged, meeting the learning needs of the local ethnic community. By the end of this period, there were still 10 small satellite schools (5 preschools and 5 elementary and secondary schools), which were being reorganized to optimize the use of facilities.

The schools have been upgraded with the clean, modern spaces that meet the demands of teaching and learning. For the 2023-2024 school year, in the district there were 463 permanent classrooms, ensuring a ratio of 1 class per room; 108 subject-specific rooms; 320 functional rooms; and 7 schools having the multipurpose halls and the sanitation and clean water facilities also meet the regulatory standards. In the past school year, two schools were newly built and achieved the education quality accreditation, while 26 out of the 28 schools maintained and raised their standards, reaching a 92.9% accreditation rate for education quality and national standards. In 2023, the district allocated 185 billion VND for E&T, accounting for 38.8% of the local budget, with 31 billion VND specifically dedicated to improving the educational infrastructure.

However, there are still challenges, such as a shortage of the specialized classrooms and multipurpose halls, insufficient land at some schools, unresolved issues of teacher surpluses and shortages, and a relatively high malnutrition rate among children. Additionally, the quality of education remains uneven across the district, requiring further attention and adjustments from the management levels to ensure the comprehensive education.

Improving the teacher's competence

One of Cao Phong district’s top priorities in education is enhancing the professional qualifications of its teachers. The regular training programs are held to help teachers update their knowledge and apply information technology in their teaching methods.

By May 2024, in the district, there were 79 administrators and teachers with intermediate-level political theory training, and 769 staff members had met the standard of the training levels, accounting for 93.1% of the total. Additionally, 100% of administrators had completed the professional education management training.

In 2023, the district's Department of Education and Training met all 27 key targets and breakthrough tasks assigned by the District People's Committee, exceeding 11 of these targets. It was recognized by Hoa Binh Department of Education and Training and Cao Phong District’s People's Committee for its outstanding achievements in 2023, ranking first among the district’s 10 cities and towns. Over the past three years, Cao Phong has consistently ranked in the top five in the province for the entrance exam results for grade 10. The district's academic achievements were also notable in the past school year, with students winning 40 out of 70 awards at the provincial level, including 3 first prizes and 9 second prizes.

The development goals for the 2024-2025 school year

Entering the 2024-2025 school year, Cao Phong district sees this as a crucial year for completing the goals set by the Party Congress resolutions at all levels and the 5-year socio-economic development plan (2021-2025). The 2018 General Education Program will be implemented across all grades from 1 to 9 this year.

The district will continue implementing the comprehensive solutions to improve education quality, including expanding school facilities according to the national standards, mobilizing social participation in education, and increasing investment in educational infrastructure and equipment. The special attention will be given to developing the teacher and management teams, ensuring sufficient numbers, and improving quality to meet the demands of educational reform.

Additionally, the district will promote the educational competitions, media, and community awareness campaigns to emphasize the role of education. They will also srengthen inspection and supervision in the E&T sector to ensure the effective implementation of the set goals.
