Muong Bi – Tan Lac is one of the four major Muong regions in Hoa Binh province. As the New Year has begun, Tan Lac is filled with hope, optimism, and renewed motivation. These days, village roads and alleyways there are adorned with vibrant flags and flowers, creating a bustling atmosphere to welcome 2025. Local residents are overjoyed as their homeland undergoes a remarkable transformation, with improved living conditions, and greater prosperity and security.


The V-ORGANIC Organic Agricultural Cooperative in Quyet Chien commune, Tan Lac district grows vegetables and tubers using organic methods, ensuring safety for consumer health and environmental sustainability.

Bui Van Tinh, Chairman of the Tan Lac district People's Committee, said that right from the beginning of 2024, the district Party Committee, People’s Council, and People’s Committee rolled out comprehensive and drastic measures to accomplish the set socio-economic development targets.

As a result, significant achievements were recorded throughout the year. The total production value reached 11.76 trillion VND (461.99 million USD), while the average per capita income hit 44.1 million VND, urbanisation rate reached 27%, 1,200 new jobs were created, with 60.08% of the workforce receiving vocational training, and the poverty rate according to the 2022-2025 poverty standards was 6.53%. As many as 31 schools in the district meet national standards; 88% of households satisfy cultural family standards; over 95% of the population is enrolled in health insurance; 100% of households have access to electricity; nearly 99% of rural households use hygienic drinking water; 100% of facilities causing severe environmental pollution have been handled; 10 communes achieved 19 criteria, and five communes met from 11 to 14 criteria for a new-style rural area.

A highlight of the past year was Tan Lac’s effective implementation of the planning for preservation of the Muong ethnic cultural heritage in association with tourism development in Luy Ai hamlet, Phong Phu commune, and its coordination with relevant agencies in the construction of a tourism zone master plan following Resolution No. 13/NQ-BTV issued on October 17, 2022 by the provincial Party Committee’s Standing Board. The resolution aims to turn Tan Lac’s mountainous communes into a provincial-level tourist area by 2030, with a vision to 2050.

To ensure the completion of all socio-economic development targets, Tan Lac has implemented a range of synchronous, suitable, and effective measures. These include promoting land consolidation, applying scientific and technological advances to production, encouraging businesses and locals to invest in expanding production, processing agricultural products, and developing concentrated livestock farming. The district has also focused on enhancing the capacity of cooperatives, fostering production links, and developing strong OCOP (One Commune, One Product) products, while tapping tourism potential to gradually turn it into an important economic sector.

In addition, the district has encouraged the development of the processing and export industry using local agricultural materials, accelerated land clearance for non-budget investment projects, and pushed ahead with the construction of key infrastructure projects. Land allocation and retrieval, and leasing are carried out according to proper procedures, with strict penalties for violations. Efforts are made to prevent budget revenue loss, improve tax declaration processes, and enhance the competitiveness index at both provincial and district levels.

Alongside economic development, Tan Lac has prioritised high quality education at all levels, while advancing digital transformation, and applying information technology in education and training. The district has also focused on health care, social welfare, vocational training, and job creation, encouraging citizens to work abroad. Efforts have been made to effectively implement national programmes for new rural area construction, and socio-economic development in ethnic minority and mountainous regions, creating momentum for sustainable development. Thanks to these initiatives, the lives of local people have greatly improved, and ethnic cultural identities have been preserved and promoted.

Investments in programmes and projects by the Party and State have provided additional momentum for the district in economic development. Residents of Tan Lac have maintained solidarity in building a more prosperous and beautiful homeland.

The year 2024 marked significant socio-economic achievements in Tan Lac. Building on these successes, Muong Bi has entered 2025 with a strong spirit and determination, eagerly anticipating new successes.
