The athletes' force participating in the competition is mainly people from the hamlets, who love swimming and often practice swimming together for a few days in advance in the streams or dams. In order to achieve these achievements, it is partly due to the interest and facilitation of training of the Party Committee and appropriate authorities from the commune. Thereby, a lot of promising nuclei such as Bui Thi Nghi, Bui Van Khoi, Bui Thi Hiep, Dinh Thi Nu, Dinh Cong Vinh have been discovered.

From 2010 up to now, in the summer, the Party Committee and the appropriate authorities of the commune have regularly organized classes for free amateur swimming for the local people. This is also a condition for the commune to develop its potential and strength in swimming. This swimming class is directly taught by cadres, athletes or the people who have gained experience. The learners participating in the swimming classes are quite diverse but the majority is teenagers. Each class includes from 30-35 learners.

Ms. Bui Dinh Dinh, the Chairwoman of Tuan Lo People's Committee says due to the limited system of material and infrastructure, there is no swimming pool, so people have not been trained regularly. Every year, in the summer, the commune’s authorities always pay attention to opening free amateur swimming classes for the local children and people. This June, the free swimming class has been maintained. The commune wishes to be invested in the facilities to encourage and promote people to participate so that swimming can become a spearhead sport of Tuan Lo commune.
