(HBO) - On March 10, the delegation of the Provincial People's Committee led by Mr. Nguyen Van Toan, the Vice Chairman of the Provincial People's Committee, inspected the implementation of the project of upgrading and repairing the off-road tracks for bicycle racing to serve SEA Games 31 in the province.

Mr. Nguyen Van Toan, the Vice Chairman of the Provincial People's Committee and the other authorities are in the field inspection of the off-roads for bicycle racing routes.

The team checked the field of the off-road bicycle racing routes in the Dan Chu and Quynh Lam wards (Hoa Binh City). The project has been invested by the provincial Department of Culture, Sports and Tourism, with a total investment of 18 billion VND, of which, the Central Government has supported 11 billion VND, 7 billion VND is from the local budget. The scale includes: 5 km long track over the field, the cross section is 3 meters; 2 km long track for downhill race, the cross section is 3 meters, with some ancillary works such as starting points, toilets, technical area ...

Immediately after the decision to approve the investment policy of the project, the Department of Culture, Sports and Tourism has signed the contract with the Center for Natural Resources and Environment for cadastral mapping measuring at the scale of 1/1000. They have completed setting up the boundary markers for the project. Currently, they are conducting the appraisal of the need for the land use, the maps of measurement, the map confirmation of the cadastral measurement to have a basis for land acquisition and compensation for the site clearance according to the regulations. They have directed the consulting unit to formulate and submit for the approving the project formulation steps of the project.

At the meeting, the Department of Culture, Sports and Tourism proposed a number of issues. They include the Department of Natural Resources and Environment would soon appraise the need for the land use, appraise and identify the map of the cadastral measurement to serve the site clearance. It is necessary that Hoa Binh City People's Committee would coordinate and facilitate the early implementation of site clearance work. They also would like that Department of Construction would early appraise the project when the receives all the documents submitted by the Department of Culture, Sports and Tourism so that the project can be implemented soon.

In conclusion, Mr. Nguyen Van Toan, the Vice Chairman of the Provincial People's Committee emphasized: The project of upgrading and repairing the provincial off-road track for bicycle racing is a special project with the national diplomatic character. The workload is large, the implementation time is short, so all levels and branches concerned need to consider this as an important political task to focus on. As an investor, the Department of Culture, Sports and Tourism needs to establish a working group, making a plan for each specific part to urge the work that needs to be implemented. They need to coordinate with other departments, branches and the People's Committee of Hoa Binh City to focus on land inventory, promoting propaganda work, especially on-site clearance so that the people in the concerned area can agree and support. The land acquisition and completion of procedures related to households would be completed in March. Immediately, on March 15, the design consultancy unit has to hand over the documents. At least, they are trying to basically hand over the road surface of the project at the latest on September 15, 2021.
