The health club in Tan Thinh ward (Hoa Binh city) has been attracting hundreds of elderly people to participate and practice regularly to improve their health. 

Mr. Hoang Van Minh, the Deputy Secretary of the City’s Party Committee said: Since the implementation of Resolution No. 08-NQ/TW, dated on December 1, 2011 of the Politburo on strengthening the leadership of the Party, creating a strong development in sports and physical activities; On the basis of the Action Program No. 12-Ctr/TU, dated on October 24, 2021 of the Standing Committee of the Provincial Party Committee on the implementation of Resolution No. 08-NQ/TW, the City’s Party Committee has issued an Action Plan to lead and direct, requesting all levels of Party committees, the appropriate authorities, the socio-political organizations to develop programs and plans and organize the timely and serious implementation of the resolutions, considering that the promotion of sports development is an important content in the action plan of each agency, unit or locality. 

Over the years, through many diverse and rich forms such as billboards, posters, news articles, radio and television reports, the legal education dissemination sessions at the cultural houses, the residential groups, etc. they have been propagating and mobilizing many groups of people and classes to participate in the movement of sports sand physical activity. Every year, the city organizes to launch and respond to the Olympic Running Day for the health of the entire population, launching a peak campaign of propaganda and sports activities on the occasion of the major holidays and important events... 

Since 2012, the city has organized 109 sports tournaments with the participation of over 4,000 athletes. At the grassroots level, hundreds of sports tournaments have been organized with the participation of thousands of people. For the sports tournaments at the provincial level, the city has participated in 154 ones, and achieved 142 gold medals, 126 silver medals, 136 bronze medals. Besides, it also periodically organizes Phu Dong Sports Games to improve health, physically develop, contributing to the comprehensive education for high school students. Thereby, it helps discover, foster and train the local sports talents. 

The field of sports and physical training has always been paid attention to with investment, mobilizing many organizations, collectives and individuals to contribute and sponsor funds. They have set up investment funds to build sports facilities, the activities of mass sports sports with high achivements, establishing and organizing activities of the sports clubs. Annually, the budget for sports activities is 450 million VND, 25 million VND a year forr the sports the at the level of ward and commune. In the area, there are 1 stadium, 26 tennis courts, 1 multi-purpose practice house, 4 sports halls, 7 practice houses of the wards and the commune, 46 self-made sports fields, 11 football mini-fields, 129 volleyball courts, 5 swimming pools, 68 ping pong tables, 104 badminton courts of the departments and branches. 

The city has also distributed the funds to open the gifted classes for sports to train the next young athletes to participate in city’s, provincial and national competitions. The development of sports clubs have been encouraged. The conservation of the national sports and the promotion of the cultural identity in sports activities are paid attention to by the Party committees and the appropriate authorities, and they are regularly organized on the national and thye local anniversaries, in the activities of the Spring Culture and Sports Festival at the beginning of the year. For a number of national sports, there are athletes competing in the city’s and provincial tournaments with high achievements. 

In particular, the movement of sports and physical activity has been attached to the movement "All people unite to build a cultural life”, the campaign "All people unite to build new rural areas and civilized cities”. It is also necessary to develop sports and physical activities among the officials, the employees, the laborers, the armed forces and the elderly. Currently, 190 cultural houses in hamlets and neighborhoods have sports courts to serve the training and competition needs of the people of all walks of life. 168 sports clubs have been established by the decision of the People's Committees of the wards and the communes. 456 sports groups and teams at the agencies, the units, the businesses, the hamlets, and the residential groups. Over 36% of people practice sports regularly, 28% of households do sports. 98% of people have achieved the body training regime.
