The social security system at all levels in Hoa Binh province has been making concerted efforts to ensure benefits of citizens and workers when they participate in social insurance and health insurance.
The provincial General Hospital works continuously to
enhance the quality of insurance-covered medical services to ensure the rights
of participants.
The social security sector has closely coordinated with the health sector and
medical facilities to progressively improve the quality of health care
services, ensuring the rights of participants.
The working attitude of medical staff has improved significantly, and the
benefits of health insurance participants are guaranteed in accordance with the
Health Insurance Law. These factors are important for the province to achieve
universal health insurance.
Additionally, investments have been made in the infrastructure, equipment, and
personnel of medical facilities. Some advanced techniques from central
hospitals have been successfully transferred to provincial hospitals.
Efforts to reform administrative procedures and apply information technology
have been intensified, helping to reduce the time required for processing
health insurance procedures, thus facilitating patients' access to proper
medical examination and treatment services.
Moreover, the provincial social security sector has proactively coordinated
with relevant authorities to resolve difficulties and obstacles in providing
social insurance and unemployment insurance benefits for workers.
According to local statistics, there are 36,384 people in the province
receiving monthly pensions and social insurance benefits, while 7,583 people
have received lump-sum social insurance benefits and 6,357 got unemployment
insurance benefits.
As of November, the total payment for social insurance and unemployment
insurance reached 2.73 trillion VND (107 million USD), marking an increase of
13.1% compared to the same period in 2023. This included 2.65 billion VND for
social insurance and 84.9 billion VND for unemployment insurance benefits.
Nguyen Ngoc Son, Director of the provincial social security agency, said that
the agency regularly coordinates and exchange information with the provincial
Department of Health for the improvement of healthcare service quality and
protection of the rights of health insurance participants.
The agency has also effectively managed and used the health insurance fund,
properly paid social insurance and unemployment insurance benefits to
beneficiaries while enhancing management to prevent abuse and fraud.
Additionally, the social security sector has signed annual contracts with
medical facilities on insurance-covered medical services. It also implements
comprehensive measures to supervise health insurance expenditures and prevent
fraud effectively.
With an allocation of 44 billion VND (1.72 million USD) under the national target programme on socio-economic development in the ethnic minority-inhabited and mountainous areas for the 2021-2025 period, Hoa Binh city has invested in the target areas, creating many changes in the living conditions of local ethnic minority communities.

The facility re-organisation aims to reduce the waiting time and alleviate pressure on other departments of the hospital.
