The Standing Board of the Hoa Binh provincial Party Committee has agreed in principle on a proposal by the Standing Board of the Party Committee of Hoa Binh city to gather feedback on the city’s 1:2000 zoning plan, which forms part of its broader urban development strategy.

According to the 1:10,000 general zoning plan until 2045, Hoa Binh city is divided into six zones, with the Da River identified as the central development axis.

The zoning outlines multi-functional urban areas on both riverbanks. The central urban zone, covering Tan Thinh, Huu Nghi, Thinh Lang, and Tan Hoa wards, will become the city’s administrative, cultural, trade and service hub. The right-bank zone spread the entire Dong Tien and Phuong Lam wards and parts of Thai Binh, Thong Nhat, Dan Chu, and Quynh Lam wards will serve as the provincial-level administrative - political, economic, cultural, trade, sports, health, and educational centre. Meanwhile, the zone in Thinh Minh commune is envisioned as a multi-functional zone featuring new housing areas, along with industrial, commercial - service, recreational, tourism, and sports facilities.

To date, nine out of 20 zoning plans in Hoa Binh city have been approved, with the rest in progress. Public consultations have received broad support.

With the Da River identified as the development axis, main growth driver, and centre for urban space connection, areas along both riverbanks will witness the formation of large urban centres connected through bridges and riverside roads while adopting a green and smart development approach. Riverside spaces will be zoned for tourism, sports, recreational, and high-quality public areas.

Nguyen Phi Long, alternate member of the Party Central Committee and Secretary of the provincial Party Commitee, emphasised that the zoning plan is a legal foundation for managing urban space and development. He stressed the need to ensure green, modern, and harmonious development of urban areas while maintaining their distinctive identities, protecting the environment, adapting to climate change, ensuring disaster preparedness.

He asked both provincial and municipal authorities to keep perfecting infrastructure and reforming administrative procedures to attract investment, thereby tapping into the city's potential and advantages in the future.
