(HBO) – A Lao high-level delegation led by Vice President Phankham Viphavanh visited Hoa Binh province on July 19 as part of the activities during his Vietnam visit marking the 55th anniversary of diplomatic ties between the two countries (September 5) and 40 years of the signing of the Vietnam-Laos Treaty of Amity and Cooperation (July 18).

hold a working session with the Lao delegation
The delegation was welcomed by Bui Van Tinh, member
of the Party Central Committee and Secretary of the provincial Party Committee;
Tran Dang Ninh, Vice Secretary of the provincial Party Committee and Chairman
of the provincial People’s Council; and Bui Van Cuu, Vice Chairman of the
provincial People’s Committee; among others.
Lao Vice
President Phankham Viphavanh, who is also a Politburo member and standing
member of the Lao People’s Revolutionary Party Central Committee’s Secretariat,
visits the historical site where the preparatory meeting for the second
Congress of the Lao People’s Party (now the Lao People’s Revolutionary Party)
took place.
During the reception, Bui Van Tinh briefed Lao
guests on the local recent socio-economic development, and national
defence-security situation and potential. He highlighted the special friendship
and solidarity between Vietnam and Laos in general, and between Laos and Hoa
Binh in particular.
During the anti-French resistance war, the Tay
Tien (Marching West) Regiment departed from Hoa Binh to support Laos. During
the anti-American resistance war, Hoa Binh was chosen to host the preparatory
meeting for the second Congress of the Lao People’s Party (now the Lao People’s
Revolutionary Party) in December 1971. The Pathet Lao Radio was located in Lac
Thuy district.
Hoa Binh has also developed cooperation with the
Lao provinces of Huaphan and Luang Phrapang.
Bui Van Tinh congratulated the Lao people on the
significant achievements they have gained under the sound leadership of the Lao
People’s Revolutionary Party.
To make the year 2017 be an impression of the Vietnam-Laos special ties on the
two countries’ peoples, he said the two sides need to focus on disseminating the traditional relationship among all walks of
life, especially the youths, while promoting friendly exchanges and cooperation
between ministries, sectors, organisations, and localities, particularly Hoa
Binh and the two Lao provinces of Huaphan and Luang Phrapang. Hoa Binh is
studying to build a school for Huaphan province.

Lao Vice President Phankham Viphavanh expressed this
thanks for the support the Party, State and people of Vietnam in general and
Hoa Binh province in particular have provided for the Party, State and people
of Laos during the struggle for the nation’s liberation in the past as well as
national defence and development at present.
He lauded the remarkable changes and strong
development Hoa Binh has achieved over the past years, saying that these are the
valuable lessons for Lao poor provinces to learn during their
development.
He acknowledged Hoa Binh’s efforts in preserving
and upgrading the relic site where the preparatory meeting for the second
Congress of the Lao People’s Party took place and in training its young
generation.
The Party, State and people of Laos will
cooperate closely with the province in collecting, supplying information, photos
and objects to contribute to the site, he said.
He affirmed the Party, State and people of Laos
will continue consolidating and promoting the friendship and special solidarity
between Laos and Vietnam, and nurturing the relationship in a more fruitful
manner, contributing to ensuring peace, friendship, cooperation, and
integration in the region and the world, for the prosperity of each nation.
