Implementing the Politburo’s Directive 05,
localities, agencies and units in the province have stepped up popularisiation
work in accordance with Plan 61 of the provincial Party Committee’s Standing
Board on disseminating the Directive. Thanks to diverse forms of
popularisation, all officials, Party members and residents have been well aware
of the importance of implementing the Directive. The Directive implementation
has been included in action programmes and plans to realise the Resolutions of
the Party Congresses at all levels, and regular meetings of Party cells.
Implementing the Directive has also been combined with the realisation of the
resolution on Party building and rectification adopted by the fourth meeting of
the Party Central Committee (12th tenure).
Strengthened inspection and supervision work has
helped promptly discover and punish units and individuals, especially officials
and Party members who violate the law and Party statutes while thoroughly
handling complaints and accusations.
Defining breakthroughs to create remarkable
changes during the learning process, localities and agencies have well
performed administrative reform, working in a citizen-friendly manner and
promptly addressing the legitimate petitions of people.
Administrative reform has been conducted in many
aspects, including reforming institution and administrative procedures,
building and enhancing the quality of government officials and civil servants.
One-door mechanism has been implemented in all
11 districts and city, and 210 communes, wards and townships, processing 241
procedures. The one-stop-shop model has helped organisations and individuals
know about their paper status, saving time and travel cost.
The effective implementation of Directive 05 has
had positive impacts on the awareness and action of most cadres, Party members
and people strata. Numerous good models, good deeds and good examples have been
found during studying and following Uncle Ho, contributing to successfully
realising the political and socio-economic development tasks of the province.
Addressing the event, Permanent Vice Secretary
of the provincial Party Committee Tran Dang Ninh urged localities and agencies
to implement the Directive in a practical and effective manner, thus forminga
habit among all people.
Each person needs to assess and improve
himself/herself during implementing the Directive, Ninh said.
It is necessary to diversify popularisation
forms and organise competitions on the Directive implementation to honour good
deeds in the whole political system, he said, adding that resolutions must be
feasible, with resources and technology ensured.
Each unit should have at least one good example
in learning and following Uncle Ho, Ninh said./.
