At the working session, leaders of the province proposed the Prime Minister, competent ministries and sectors continue simplifying administrative procedures related to investment, construction, land and environment. Provincial leaders said that the Government should increase decentralisation so that the province can bring into play its self-motivation, creativeness and responsibility to carry out socio-economic targets.

Hoa Binh wants to receive financial support from the Government to recover from natural disasters, including a landslide recovery project, and resettlement project in residential areas 25 and 26 in Hoa Binh city’s Dong Tien ward. The province also needs capital to restore provincial road No. 445 and some other urgent works, compensate for site clearance to construct road 12B, and make the remaining payment for the investor of the Hoa Lac-Hoa Binh highway.

Provincial leaders asked the Government for permission to work with sponsors to build Hoa Binh bridge on the planned Hoa Binh-Son La highway.

Secretary of the provincial Party Committee Bui Van Tinh informed the Government leader of the province’s challenges, advantages and development potential. He expressed his wish to receive further support from the Government, ministries and sectors to remove bottlenecks in mechanisms, policies and resources so that the province can fully tap its potential and strengths.

In his conclusion, PM Nguyen Xuan Phuc said Hoa Binh province has a better geographical location than other northwestern provinces, so it should set higher socio-economic goals and take full advantage of its natural resources, land, culture and people for sustainable development.

The province should work closely with relevant ministries and sectors to build a master plan to comprehensively develop the fields of its strengths like forestry, wood processing and high-tech agriculture.

The PM urged the province to promote regional linkages as well as production and value chains. The province should pay special attention to outlining rational programmes in response to natural calamities as well as measures to ensure safety for Hoa Binh reservoir dam and lowlands, he said.

More drastic measures should be put in place to improve the province’s business climate, better competitive capacity, and support local enterprises to develop their business, he said, adding that startup and innovation must be encouraged to drive the local economy as well./.
