(HBO) – In late March, Cao Phong district in Hoa Binh province invited Associate Professor, Doctor Doan The Hanh, senior lecturer at the Ho Chi Minh National Academy of Politics, to talk about the topic "studying and following the thought, morality and lifestyle of President Ho Chi Minh” in association with the spirit of the Resolution adopted at the fourth plenum of the 12th Central Party Committee on Party building and rectification.

Earlier, 34 Party organisations in the district held meetings on the implementation of the Politburo’s Directive 5-CT/TW on enhancing the study of Ho Chi Minh’s thought, morality and lifestyle. The move shows the district’s due attention to the important document.

After receiving the Central Committee and province’s plans, the district’s Party Standing Committee promulgated a scheme specifying the purposes, requirements and main contents for the implementation. Accordingly, each agency and unit must clearly define its responsibility. The district’s commission on communication and education built guidance to make communication plans and praise good people and good deeds while the economic commission designed a blueprint on increasing the prevention of bureaucracy, corruption and wastefulness. The mass mobilisation commission coordinated with the Vietnam Fatherland Front committee of Cao Phong district to build a mechanism for inspecting political and social organisations and people on making self-improvement of key officials and Party members.


Cao Phong officials increase responsibility for implementing the Politburo’s Directive 5

Dinh Duc Lan, Vice Secretary of the district’s Party Standing Committee, said the Party organisations at levels study and follow Ho Chi Minh’s thought, morality and lifestyle. Each Party organisation and Party member, especially heads of agencies and units, promote the exemplary role and improve the quality of Party activities. Each Party committee, official and Party member are urged to build and refine professional etiquette standards. Improving the working style is one of the contents in implementing the Directive. It is necessary to stay close with people and listen to their opinions as well as prevent achievement obsessions, wastefulness, negative phenomena and corruption, exercise thrift practices, and increase sense of responsibility.

Since Directive 5 was carried out, public employees’ sense of responsibility towards their work, especially in serving people, has improved, resulting in shorter time needed for dealing with people’s requests. Local residents have been more satisfied with state agencies’ performance. Meanwhile, the public car use efficiency has been promoted.

There are many exemplary organisations in implementing the Directive. For example, the Vietnam Fatherland Front committee of Yen Thuong commune raised 15 million VND (661.3 USD) for assisting Bui Thi Chiem, a disadvantaged resident in Pheo B hamlet, to build a house. The farmers’ association in Cao Phong district launched a movement calling on farmers to enhance effective production and support one another to escape poverty. While the women’s union has been working to help low-income families, the district’s Military Command has associated their assigned tasks with the granting of scholarships for needy students. 

Thirty-seven households in Dung Phong commune have donated 1,687 sq.m of land to road building. Another 69 families in Yen Lap commune have also donated 4,617 sq.m to road and cultural centre construction.

Many Party members have made legitimate enrichment such as Vu Le Thong, Nguyen Duc Tuyen and Dang Thi Thu in Cao Phong town, and Bui Van Khuong, Bui Ngoc Duong and Bui VanSau in Yen Thuong commune. Meanwhile, 33 households in Dung Phong commune have made profitable economic activities.

However, Cao Phong district has also pointed out shortcomings in implementing the Directive. While some Party organisations were still slow to encourage their Party members to follow Ho Chi Minh’s moral example, the studying of the Directive’s contents in some places has not been carried out in a substantive manner. Studying and following the late President’s example and making self-improvement have yet to become a self-demand of several officials and Party members.

In the time ahead, the district administration will press on with disseminating Directive 5 and the Resolution of the 12th Party Central Committee’s fourth plenum on the Party building and rectification. They will step up popularising exemplary persons and good deeds through diverse and persuasive methods. Examination and review will also be increased so as to address flaws and encourage role models in a timely manner.
