(HBO) – The People’s Committee of Hoa Binh province has recently held a ceremony to announce Luong Son district earning the title of new-style rural area, and its commune-level town of Luong Son and neighbouring areas meeting the fourth-tier city standards and receiving a third-class Labour Order.
The event was attended by member of the Party Central
Committee and Deputy Prime Minister Trinh Dinh Dung, officials of ministries
and central sectors, and provincial and district leaders.

Addressing the event, Vice Secretary of the
provincial Party Committee and Chairman of the provincial People’s Committee
Bui Van Khanh, who is also head of the Hoa Binh steering committee for the
implementation of national target programmes, stressed that Luong Son has
encouraged the public in building new-style countryside in a sound and creative
manner. As a result, after 10 years of new-style countryside building efforts,
the district had all the 19 communes named new-style rural areas as of
September 2019.
The district’s communes have gained a
considerable facelift, rural residents’ living standards have been improved
with annual per capita income of 38 million VND (over 1,600 USD), and the
household poverty rate has dropped to 2.92 percent. Luong Son no longer has
debts in basic construction in building new-style rural areas.
The district’s success provides experience for Hoa
Binh province to continue directing new-style countryside building in the time
ahead.
To meet development demand in Luong Son town and
the neighbouring areas and create development momentum for the district, on
November 20, 2019, the Ministry of Construction recognised that Luong Son town
and the neighbouring areas meet the fourth-tier city standards. They cover six
of the 11 administrative units of the district, namely Luong Son town and the
five communes of Lam Son, Tan Vinh, Cu Yen, Nhuan Trach and Hoa Son.
This is considered a prerequisite for Luong Son
district to seize chances for fast and comprehensive development.
To recognise this district’s achievements in
building new-style countryside, on July 14, 2020, the PM decided to name Luong
Son a new-style rural area in 2019, one year ahead of schedule. Besides, Luong
Son town and the neighbouring area were confirmed to have met the fourth-tier
city standards and granted with a third-class Labour Order.
This is a source of pride for Luong Son district
in particular and Hoa Binh province in general after 10 years of continuous
efforts.
At the ceremony, on behalf of Party and State
leaders and the central steering committee for the implementation of national
target programmes, Deputy PM Trinh Dinh Dung congratulated Luong Son district
and applauded its achievements in building new-style rural areas and meeting
fourth-tier city standards over the past years.
He asked Hoa Binh province to uphold its
obtained outcomes and encourage people of all social strata to join hands in
building new-style rural areas and contributing to the development of the
district and the province.
The Deputy PM also requested Luong Son to tap into the
potential and advantages of a district that serves as the eastern gateway of
Hoa Binh and a link between the province and Hanoi, as well as between the Red
River Delta and the northern mountainous region./.
On May 15, the Hoa Binh Steering Committee for Science, Technology, Innovation, and Digital Transformation launched the "Digital Literacy for All” movement.
