(HBO) – The Hoa Binh provincial People’s Committee has issued Decision No 261/QD-UBND, dated February 4, 2021, on the province’s master plan on thrift practice and wastefulness prevention for 2021 so as to concertedly carry out related tasks and solutions in all socio-economic aspects.

 


Accordingly, this year’s efforts in the work will focus on some key tasks as follows:

Effectively taking actions to tackle difficulties facing production and business activities, ensuring social order and safety to recover and develop the economy, striving to achieve the best possible results in socio-economic development.

Tightening financial and budgetary discipline, drastically taking solutions to fight transfer pricing and tax evasion and to collect tax arrears, strictly controlling overspending of the State budget, continuing to restructure the State budget spending towards effectiveness and sustainability, upholding the principle of transparency, requesting thorough thrift practice and wastefulness prevention, and arranging expenditure items according to their priority and implementation possibility levels.

Managing public debts in conformity with the 2017 Law on Public Debt Management and guidance documents, strictly reviewing plans on using foreign-funded ODA and concessional loans, and resolutely eliminating unnecessary and poor-performing projects.

Drastically accelerating public investment disbursement in association with effectively using public funds, taking this as an important political task to stimulate production, business, consumption, job creation, and social security ensuring.

Stepping up the enforcement of the Law on Management and Use of Public Assets as well as the documents guiding the law implementation, thus helping with the strict management and thrifty and effective use of public property to prevent losses, wastefulness, and corruption. And

Pressing on with reforms of wage and social insurance policies; resolutely re-organising and streamlining the apparatus; and restructuring non-business public units towards a lean, self-reliant, efficient, and effective apparatus.

The master plan also sets up several targets for thrift practice in the management and use of regular expenditure, public capital, public assets, resources, the State’s financial funds not covered by the budget, State assets in enterprises, along with labour and working time.

Among the solutions to achieve thrift targets, the plan points out the need to enhance the leadership over thrift practice and wastefulness prevention at all levels, boost communications to raise awareness of the issue, increase supervision over thrift practice and wastefulness prevention, and strictly deal with violations./.

Hoa Binh allocated over 30 trillion VND (nearly 1.18 billion USD) to develop infrastructure systems in ethnic minority and mountainous areas during 2019 - 2024. Priority was given to transport and irrigation infrastructure; markets; schools; medical stations; communal houses; and power grid, telecommunication, radio, and television systems.

Ceramic mural on Hoa Binh military-civilian ties inaugurated
