(HBO) – On the occasion of the traditional Lunar New Year, Ngo Van Tuan, member of the Party Central Committee and Secretary of the Hoa Binh provincial Party Committee, wrote an article reviewing local achievements in 2020 and pointing out key orientations and solutions for 2021.

In his article, the official said that despite impacts of the COVID-19 outbreak and natural disasters, Hoa Binh recorded encouraging socio-economic outcomes.

The province attained or surpassed 17 of the 21 targets for 2020 set in the provincial Party Committee’s resolution, the economic structure shifted in the right direction, the economy grew by some 3.8 percent, per capita GRDP reached 64.5 million VND (over 2,800 USD), more than 4.51 trillion VND was collected for the State budget, and agro-forestry-fishery production value rose 44.27 percent to 11.39 trillion VND.

Five more communes completed new-style rural area building last year, raising the number of such communes here so far to 58, equivalent to 43.5 percent of the total. Hoa Binh has also had 71 products recognised as "One Commune, One Product” goods. The forest coverage was maintained at 51.5 percent. Meanwhile, the province earned more than 1 billion USD from exports, up 31.72 percent year on year.

In 2020, Party committees and authorities at all levels continued taking action to remove obstacles to production and business activities, promote investment attraction, and improve the investment climate. More large businesses came to consider and propose large-scale investment projects, promising strong socio-economic development for the province in the near future. Besides, technical infrastructure continued to be developed with the acceleration of many important facilities, expected to create momentum for sustainable growth and economic restructuring.

Hoa Binh also gained significant accomplishments in cultural and social aspects, Secretary Tuan said, highlighting improved educational infrastructure and quality, highly effective social security policies, better health care for people, the household poverty rate brought down by 2.8 percent to 8.56 percent, the rate of people covered by health insurance reaching 95.12 percent, preserved traditional cultural values, expanded external relations, along with ensured political security and social order and safety.

In 2020, Hoa Binh successfully held all-level Party congresses and the 17th provincial Party Congress for the 2020 - 2025 tenure in line with the Politburo’s Directive No 35-CT/TW while promptly re-organising district-, commune-, and village-level administrative units under the Politburo’s Resolution No 37-NQ/TW and the National Assembly Standing Committee’s Resolution No 830/NQ-UBTVQH14. The personnel elected to new Party committees met standards, and most of them won at least 80 percent, even 100 percent, of the vote. The congresses’ documents also matched the local situation, showing Party organisations’ will and aspirations and setting up feasible targets and appropriate solutions.

Those outcomes have created favourable conditions for the province to push ahead with implementating development tasks for 2021 and the following years, according to Tuan.

He described 2021 as a particularly important year with the 13th National Party Congress, the election of deputies to the 15th National Assembly and all-level People’s Councils for 2021 - 2026. It is also the first year for implementing the resolution of the 17th provincial Party Congress, as well as the socio-economic development strategy for 2021 - 2030 and the socio-economic development plan for 2021 - 2025 of Vietnam. Meanwhile, the global and regional situation is forecast to remain complex and unpredictable.

That context requires the entire Party organisation and people in the province to promote solidarity, dynamism, creativity, and sense of responsibility while strongly reforming mindset and action and working harder to realise the targets for this year, thus creating prerequisites for fast and sustainable development and the successful implementation of the 17th provincial Party Congress’s resolution.

In the article, the official also noted some main targets and tasks for 2021, including a GRDP growth rate of at least 9 percent, per capita GRDP of 69.7 million VND, 5.07 trillion VND collected for the State budget, export revenue of 1.21 billion USD, and the household poverty rate reduced by 2 percent.

To obtain those objectives, local Party committees, administrations, Vietnam Fatherland Front committees, and socio-political organisations have to drastically reform their leadership and direction methods, effectively carry out the 17th provincial Party Congress’s resolution, and press on with efforts to reach the twin targets of controlling COVID-19 and boosting socio-economic development, Tuan requested.

He stressed that in the Lunar New Year 2021, with the confidence and aspiration for development, the Party organisation and people of different ethnic groups in Hoa Binh will continue upholding solidarity, unanimity, dynamism, and creativity so as to surmount every difficulty and challenge and realise socio-economic development targets, helping build Hoa Binh into a prosperous and civilised province of fast and sustainable development./.
