(HBO) – The State Treasury branch in Cao Phong district of Hoa Binh has provided level-four online public services to all State agencies in the locality since 2020. Prominent benefits from online transactions have greatly contributed to the branch’s implementation of the "dual targets” amid the complicated development of COVID-19. The branch has developed and completed a model of a "three-zero” office – zero cash, zero documents, zero customers conducting direct transactions at the office.
All transactions with the State Treasury branch in Cao Phong district have been conducted through the online portal for public services, helping save cost and time for accounting activities in the People’s Committee of Thung Nai commune.
like all other State-budget funded agencies in the district, the People's Committee of Thung Nai commune has carried out online transactions with the district’s State Treasury since 2020. Thanks to the process, the commune has saved nearly 20 million VND each month on administrative costs for accounting activities. At the same time, online transactions can be conducted any time during the week, thus helping the locality actively manage its transactions.
Recognising the outstanding benefits brought about by the online public services, so far, all 95 State-budget funded agencies in Cao Phong have registered for using the services, finishing the target in registration six months ahead of schedule, helping improve transparency in administrative procedures as well as the level of satisfaction among the agencies and save costs for them.
The total number of requests processed through the online public service system at the State Treasury branch in Cao Phong has increased month after month. So far, the office has received over 12,940 requests through the system, with the ratio of successful transactions rising from 79.19 percent in the second half of 2020 to 90.61 percent in the first six months of 2021.
The operation of the online public service system at the State Treasury branch in Cao Phong has proved the efficiency of the model. This is considered a leverage for enhancing the effectiveness of spending management of the State Treasury system, meeting the requirements in reforming and modernizing the sector.
