(HBO) – The continuously complicated developments of the COVID-19 pandemic across the country have had profound and comprehensive impacts on all aspects of socio-economic life. In that context, Hoa Binh province’s Party Committee, authorities, business community and people have promoted solidarity and innovation, and synchronously, drastically and flexibly carried out pandemic prevention and control measures, and focused on implementing 2021 goals and tasks.

COVID-19.
Together with patriotic emulation movements, the provincial
People's Committee has launched other emulation movements of special
significance to inspire strength and solidarity to overcome difficulties of
both the political system and the business community. Notably, it is necessary
to mention the movement "Emulating to realise ‘dual goals’ of pandemic
prevention and control and socio-economic recovery and development in 2021”,
and another calling for locals to make special achievements to celebrate the
135th anniversary of establishment of the province, and the 30th anniversary of
its re-establishment.
The pandemic has had negative impacts on production and
business activities of cooperatives and enterprises, especially those in
industrial zones. However, with high determination, creativity and efforts in
production and business, enterprises and cooperatives have unanimously united
to overcome difficulties. Together with
the development of industry, services and tourism, and the improvement of the
quality of agricultural development in association with new-style rural area
building, many enterprises and cooperatives have organised emulation movements
in association with performing the obligation to pay the State budget,
implementing policies supporting employees, expanding scientific and
technological applications in production, business management, and actively
participating in social welfare activities.
It can be affirmed that emulation movements launched at the
right time, in accordance with the reality have inspired the strength of unity
of the whole political system to fulfill the dual goals. Therefore, Hoa Binh is
a bright spot in a number of areas. Notably, the province has well controlled
the pandemic, becoming a typical green (safe) area of the country, which has
helped boost its economic recovery and development.
In the third quarter of 2021, while many localities suffered
from negative growth, leading to an economic contraction of 6.17 percent of the
whole country, Hoa Binh maintained a good growth momentum. Its GDP is estimated
to increase by 8.3 percent year-on-year, among the highest in the country. The
production value of agriculture, forestry and fishery was estimated to rise by
5.43 percent, the value of industrial production by 26.23 percent, the export
turnover by 5.43 percent, and the import value by 3.05 percent, compared to
those of the same period last year. The results have created momentum for the
province to make efforts to fulfill the targets and tasks set out in 2021./.
Over recent years, the Farmers' Union of Mai Chau district has implemented numerous specific programmes and activities to support its members in developing products under the One Commune One (OCOP) programme. These efforts have contributed to enhancing local agricultural branding, increasing goods value, and improving incomes and living standards for residents.
Since 2022, the Hoa Binh Department of Education and Training has provided advice for the provincial People's Committee to issue Plan No. 219/KH-UBND on November 17, 2022, which outlines the implementation of a project titled "Enhancing the application of Information Technology (IT) and Digital Transformation in Education and Training for the 2022–2025 period, with a vision to 2030.” As of now, the local education sector has made significant progress in IT adoption and digital transformation.
Hoa Binh allocated over 30 trillion VND (nearly 1.18 billion USD) to develop infrastructure systems in ethnic minority and mountainous areas during 2019 - 2024. Priority was given to transport and irrigation infrastructure; markets; schools; medical stations; communal houses; and power grid, telecommunication, radio, and television systems.
The Hoa Binh provincial organising committee for anniversary activities on December 17 held a ceremony to unveil a ceramic mural on the local military-civilian ties and release a book on the Party and political work of the provincial armed forces during 1947 – 2024, in commemoration of the 80th anniversary of the Vietnam People’s Army (VPA) and 35th anniversary of the All-People Defence Festival.
In recent years, Hoa Binh has allocated significant resources to foster cooperative economy, helping ethnic minorities capitalise on their potential and advantages to escape poverty.
As a mountainous district still facing numerous challenges, Da Bac has made notable progress in advancing administrative reforms across various areas. The district has prioritised reorganising and streamlining its administrative apparatus, operating "one-stop-shop” units, and applying information technology (IT) in the handling of administrative procedures. Efforts have also been directed toward upgrading infrastructure and equipment to enhance service quality for residents and businesses.
