(HBO) - In 2021, Lac Thuy district was recognised as an exemplary unit in the development of collective economy and cooperatives in Hoa Binh province. It is the outcome of the attention and drastic action taken to support the development of the collective economy by the local Party committees and authorities, and the dynamism and creativity in management and administration over production and business development of cooperative groups and cooperatives.
In 2021, the People's Committee of Lac Thuy district
assists with the standardisation of white oyster mushroom products of An Sinh
production and general service cooperative in An Binh commune to meet the
provincial 3-star OCOP standard.
According to statistics of the district’s Steering Committee
for Collective Economic Development, the locality has 37 cooperative groups and
47 cooperatives operating under the 2012 Law on Cooperatives. The total number
of members of cooperative groups is 1,699. Last year, the average revenue of a
cooperative group reached 120 million VND. Meanwhile, the total number of
members of cooperatives is 969, and the total revenue of the cooperatives was
30.6 billion VND. Most cooperatives have built product brands and engaged in
production linkage, typically Lac Thuy chicken farming cooperative, Tuan Chuyen
livestock service cooperative, Hai Dang hi-tech organic agricultural
cooperative and An Sinh production and general service cooperative.
Nguyen Thi Thu Hang, Vice Chairwoman of the district
People's Committee, said that in 2021, in order to create favourable conditions
for cooperative groups and cooperatives to develop production and business, the
district identified the difficulties and obstacles facing cooperatives affected
by the COVID-19 pandemic to report to provincial departments and sectors, and
directed its divisions, desks and units to study policies to support
cooperatives.
Attention was paid to supporting cooperatives to put their
products on e-commerce platforms to expand consumption channels, urging
cooperatives to participate in training to improve their management capacity,
and participate in production value chains. During the year, the district
supported two cooperatives with products participating in the OCOP programme,
namely Hai Dang organic agricultural cooperative with fresh whole chicken
product, and An Sinh production and general service cooperative with white
oyster mushroom.
In the coming time, in order to improve the operational
efficiency of the collective economy and cooperatives, Lac Thuy will continue
implementing relevant policies and mechanisms; promoting dissemination and
training to raise the capacity of human resources; building a management
apparatus of the collective economy and cooperatives; carrying out plans,
programmes, preferential policies to support the development of the collective
economy and cooperatives; and building, consolidating and replicating new and
typical collective economic models./.
Over recent years, the Farmers' Union of Mai Chau district has implemented numerous specific programmes and activities to support its members in developing products under the One Commune One (OCOP) programme. These efforts have contributed to enhancing local agricultural branding, increasing goods value, and improving incomes and living standards for residents.
Since 2022, the Hoa Binh Department of Education and Training has provided advice for the provincial People's Committee to issue Plan No. 219/KH-UBND on November 17, 2022, which outlines the implementation of a project titled "Enhancing the application of Information Technology (IT) and Digital Transformation in Education and Training for the 2022–2025 period, with a vision to 2030.” As of now, the local education sector has made significant progress in IT adoption and digital transformation.
Hoa Binh allocated over 30 trillion VND (nearly 1.18 billion USD) to develop infrastructure systems in ethnic minority and mountainous areas during 2019 - 2024. Priority was given to transport and irrigation infrastructure; markets; schools; medical stations; communal houses; and power grid, telecommunication, radio, and television systems.
The Hoa Binh provincial organising committee for anniversary activities on December 17 held a ceremony to unveil a ceramic mural on the local military-civilian ties and release a book on the Party and political work of the provincial armed forces during 1947 – 2024, in commemoration of the 80th anniversary of the Vietnam People’s Army (VPA) and 35th anniversary of the All-People Defence Festival.
In recent years, Hoa Binh has allocated significant resources to foster cooperative economy, helping ethnic minorities capitalise on their potential and advantages to escape poverty.
As a mountainous district still facing numerous challenges, Da Bac has made notable progress in advancing administrative reforms across various areas. The district has prioritised reorganising and streamlining its administrative apparatus, operating "one-stop-shop” units, and applying information technology (IT) in the handling of administrative procedures. Efforts have also been directed toward upgrading infrastructure and equipment to enhance service quality for residents and businesses.
