Hoa Binh promoting effective use of foreign non-government aid

(HBO) - The use of aid from foreign non-government organisations (NGOs) has been effective in northern Hoa Binh province over recent times.

The number of NGO aid programmes and projects has increased both in quantity and value, contributing to improving living standards for disadvantaged people and ensuring social security in the province.

With support from the Republic of Korea’s Good Neighbours International (GNI), the business operations of the Muong Pa clean and safe food store in Mai Chau town, Mai Chau district, have been effective and boosted the consumption of key agricultural products from the locality.

Recognising that the black pig breed in Muong Pa, Bao La commune in Mai Chau district is a good-quality one that can improve livelihoods, in 2018, GNI held surveys, technical training courses and classes on food hygiene and safety for local farmers.

At the same time, it also provided training on management and operational skills before establishing the Muong Pa cooperative in Bao hamlet in Bao La commune.

Beyond contributing to improving people’s living standards, the establishment of cooperatives also promotes the implementation of the OCOP (One commune, One product) programme, contributing to agricultural development as well as socio-economic development in the locality.

The province has made rapid development progress in recent years and posted significant socio-economic achievements.

However, in some localities, the poverty rate remains unsustainable, and people, especially ethnic minority groups, still face many difficulties. The need to mobilise financial aid remains high.

In the 2021-2025 period, the province will continue to maintain and strengthen cooperative relationships with NGOs implementing local programmes and projects.

It has expanded and established cooperative relationships with international organisations, NGOs, and donors over recent years. Thanks to timely direction from the Provincial People’s Committee on the management of NGO activities, despite being hit hard by COVID-19, Hoa Binh mobilised 13 new projects with total committed capital of 5.6 million USD. Disbursement of aid has totalled 3.3 million USD, or 96 percent of committed capital in 2021.

As of the end of 2021, the province had 42 aid programmes and projects with capital of 14 million USD (335.5 billion VND). Twenty-six NGOs are now operating in the province./.

Mai Chau supports ethnic minority farmers to develop OCOP products

Over recent years, the Farmers' Union of Mai Chau district has implemented numerous specific programmes and activities to support its members in developing products under the One Commune One (OCOP) programme. These efforts have contributed to enhancing local agricultural branding, increasing goods value, and improving incomes and living standards for residents.

Education and Training sector advances in IT application, digital transformation

Since 2022, the Hoa Binh Department of Education and Training has provided advice for the provincial People's Committee to issue Plan No. 219/KH-UBND on November 17, 2022, which outlines the implementation of a project titled "Enhancing the application of Information Technology (IT) and Digital Transformation in Education and Training for the 2022–2025 period, with a vision to 2030.” As of now, the local education sector has made significant progress in IT adoption and digital transformation.

Hoa Binh allocates over 30 trillion VND for infrastructure development

Hoa Binh allocated over 30 trillion VND (nearly 1.18 billion USD) to develop infrastructure systems in ethnic minority and mountainous areas during 2019 - 2024. Priority was given to transport and irrigation infrastructure; markets; schools; medical stations; communal houses; and power grid, telecommunication, radio, and television systems.

Ceramic mural on Hoa Binh military-civilian ties inaugurated

The Hoa Binh provincial organising committee for anniversary activities on December 17 held a ceremony to unveil a ceramic mural on the local military-civilian ties and release a book on the Party and political work of the provincial armed forces during 1947 – 2024, in commemoration of the 80th anniversary of the Vietnam People’s Army (VPA) and 35th anniversary of the All-People Defence Festival.

In recent years, Hoa Binh has allocated significant resources to foster cooperative economy, helping ethnic minorities capitalise on their potential and advantages to escape poverty.

Administrative reform helps improve service quality

As a mountainous district still facing numerous challenges, Da Bac has made notable progress in advancing administrative reforms across various areas. The district has prioritised reorganising and streamlining its administrative apparatus, operating "one-stop-shop” units, and applying information technology (IT) in the handling of administrative procedures. Efforts have also been directed toward upgrading infrastructure and equipment to enhance service quality for residents and businesses.
