(HBO) – The Hoa Binh provincial People’s Committee held a ceremony on August 1 to officially announce the recognition of Lac Thuy district as a new-style rural area, and receive the third-class Labour Order and the Emulation Flag presented by the Government.
The district People’s Committee reported that after 10 years of implementing the national target programme on building new-style rural areas, the economy of Lac Thuy has been developing well in the right direction. Agricultural restructuring has received due attention with added value increasing and many models of production cooperation and farming practices under VietGAP standards taking shape, thus helping raise local residents’ income.
Meanwhile, infrastructure has continued developing rather comprehensively to better serve socio-economic development and people’s daily activities. Both material and spiritual life of local residents have been improved as seen in per capita income reaching 50.5 million VND (2,160 USD) in 2020 and the household poverty rate brought down to 4.66%.
In addition, the contingent of cadres from the district to grassroots levels have been trained intensively to improve their specialised capacity, the political system consolidated, and social order and safety firmly maintained.
With such achievements, Lac Thuy was recognised as a new-style rural district in 2020 by the Prime Minister.
On behalf of the Prime Minister, Bui Van Khanh, Vice Secretary of the Hoa Binh provincial Party Committee and Chairman of the provincial People’s Committee, presented the new-style rural area certificate to Lac Thuy district.

After that, Truong Thi Mai, Politburo member, Secretary of the Party Central Committee and Chairwoman of the Party Central Committee’s Organisation Commission, handed over the third-class Labour Order and presented flowers to congratulate the administration and people of Lac Thuy.
Nguyen Phi Long, alternate member of the Party Central Committee and Secretary of the provincial Party Committee, presented the Government’s Emulation Flag to the local people and officials.
On this occasion, the Chairman of the provincial People’s Committee presented certificates of merit to 10 collectives and 20 individuals and households with outstanding attainments in building new-style country. The People’s Committee of Lac Thuy also presented certificates of merit to 20 collectives and 54 individuals.
Addressing the ceremony, Chairman of the Hoa Binh provincial People’s Committee Bui Van Khanh praised the district’s efforts to fulfill political tasks and obtain economic, cultural and social targets during 2016 - 2020.
He asked Lac Thuy to continue reviewing its performance in terms of the new-style countryside criteria for 2021 – 2025, make plans for improving its quality and sustainable satisfaction of criteria, especially those directly related to rural residents’ life quality, and press on with building communes that meet advanced and model criteria in order to become an advanced new-style rural district and fulfill the plans and targets assigned by the provincial administration./.
On November the first, the Provincial People's Committee held a meeting for the reports on the progress of preparations to hold the Ceremony to receive the Certificate of the special national relic ranking for Trai Cave, the Stone Roof of Vanh village (Lac Son district) and the Opening Ceremony of the Culture - Tourism Week of Hoa Binh province in 2024. In recent years, the People's Committee of Lac Thuy district has directed units and mass organisations to promote the popularisation of the Party's policies and resolutions and the State's laws, as well as issued guiding documents on local religious affairs.
The Hoa Binh Steering Committee for the organisation of the fourth provincial congress of ethnic minority groups held a meeting on October 29 to discuss the progress of preparations for the congress. Dinh Cong Su, Vice Chairman of the provincial People’s Committee and head of the Steering Committee chaired the event. The congress is slated for November 14-15 at the provincial Cultural Palace, expecting 250 official delegates.
Despite a low starting point, the mountainous district of Mai Chau has effectively implemented the National Target Programme on New Rural Development, resulting in significant improvements in people’s life and rural look.
Over the past years, Hoa Binh has systematically implemented the one-stop-shop and interconnected one-stop-shop mechanisms in processing administrative procedures, contributing to improving the efficiency of the work while promoting online public services.
