Attending the ceremony were Bui Van Tinh, former member of the Central Party
Committee and former Secretary of the provincial Party Committee: Bui Duc Hinh,
Deputy Secretary of the provincial Party Committee and Chairman of the
provincial People's Council: Tran Dang Ninh, former Deputy Secretary of the
provincial Party Committee and former Chairman of the provincial People's
Council; Bui Van Khanh, Deputy Secretary of the provincial Party Committee and
Chairman of the provincial People's Committee, and other provincial and
district officials.
Covering an area of 146 ha, the project has a total investment of over 650
billion VND (27.5 million USD). It is implemented in cooperation with famous
international resort/hotel operators such as Wyndham Hotel and Resort/Best
Westtern and French designer G8A.
The area is expected to become a world-class luxury resort peninsula with its
own identity, a 4-season destination with five luxury subdivisions for all
customer segments including conference resort, cultural discovery; family and
collective resort combined with lakeside entertainment; health and spiritual
resort; sports resorts and festivals; and luxury retreat resort.
It will consist of hundreds of villas, 4- and 5-star hotels,
hundreds of bungalows and facilities for entertainment, camping, lakeside
roads, a cultural experience area, a cuisine area, and a marina.
The project is expected to boost Hoa Binh tourism, diversify its tourism
products, increase the budget for the province, and create more jobs. Once
completed, the area will be a tourist highlight in Ngoi Hoa Bay.
Speaking at the groundbreaking ceremony, Deputy Secretary of the provincial
Party Committee and Chairman of the provincial People's Committee Bui Van Khanh
praised the project investor and related units for their efforts in
implementing the project, addingthe project will help make the province’s
tourism more visible domestically and internationally.
He asked relevant departments, agencies, and branches in Tan Lac district, Suoi
Hoa commune, and households in the project area to create the most favourable
conditions for the investors to carry out the project as planned, especially in
site clearance work.

Over recent years, the Farmers' Union of Mai Chau district has implemented numerous specific programmes and activities to support its members in developing products under the One Commune One (OCOP) programme. These efforts have contributed to enhancing local agricultural branding, increasing goods value, and improving incomes and living standards for residents.
Since 2022, the Hoa Binh Department of Education and Training has provided advice for the provincial People's Committee to issue Plan No. 219/KH-UBND on November 17, 2022, which outlines the implementation of a project titled "Enhancing the application of Information Technology (IT) and Digital Transformation in Education and Training for the 2022–2025 period, with a vision to 2030.” As of now, the local education sector has made significant progress in IT adoption and digital transformation.
Hoa Binh allocated over 30 trillion VND (nearly 1.18 billion USD) to develop infrastructure systems in ethnic minority and mountainous areas during 2019 - 2024. Priority was given to transport and irrigation infrastructure; markets; schools; medical stations; communal houses; and power grid, telecommunication, radio, and television systems.

As a mountainous district still facing numerous challenges, Da Bac has made notable progress in advancing administrative reforms across various areas. The district has prioritised reorganising and streamlining its administrative apparatus, operating "one-stop-shop” units, and applying information technology (IT) in the handling of administrative procedures. Efforts have also been directed toward upgrading infrastructure and equipment to enhance service quality for residents and businesses.
