The Inspectorate of Hoa Binh reported that it has done a good job of advising local authorities about state management of inspection activities, receiving citizens, handling complaints and denunciations, and fighting corruption. It has proactively advised the provincial Party Committee and People’s Committee about the steering and implementation of inspection work in relevant fields. The agency has followed the provincial administration’s direction and local situation to carry out inspection plans.
Through 135 administrative inspections and 183
specialised inspections and examinations, the provincial Inspectorate
discovered violations equivalent to 30.8 billion VND (1.36 million USD) and
levied fines totalling over 7.3 billion VND (321,900 USD) for 1,859
administrative violations. It also received 1,100 citizen arrivals, and
finished handling 34 of the 42 complaints, 13 of the 18 denunciations, and 705
of the 773 petitions.
Concluding the working session, Secretary Bui
Van Tinh underlined several tasks for the time ahead. Accordingly, the Party
Committee of the provincial Inspectorate needs to enhance its leadership over
the implementation of the sector’s political tasks. The Inspectorate should
propose authorised agencies carry out inspection plans to boost socio-economic
development and ensure defence-security.
It is necessary to improve inspection
effectiveness as well as the capacity and morality of inspectors while ensuring
good coordination among agencies in inspecting, examining, supervising and
auditing. Law protection bodies also need to coordinate well to prevent
overlapping in their activities and ensure consistent settlement of violations.
The provincial Party leader requested better
asset recovery and clarification of wrongdoings of each organisation and person
which commit violations. Authorities at all levels, sectors and localities also
have to boost cooperation in resolving complaints and denunciations.
He asked the provincial Inspectorate to focus
inspection on the collection for state budget so as to increase budget revenue
relating to land, natural resources, and minerals. It has to comprehensively
examine farm and forestry land that was transferred to districts as well as the
use of public land.
While inspection of environmental protection has
to be stepped up, officials’ declaration of their assets and incomes also needs
to be seriously carried out, he added./.
