Determining that the universalization of digital signatures will help people and businesses access public services and administrative procedures more quickly and conveniently, the People's Committee of Hoa Binh city has properly distributed training organizations for widespread application. VNPT widely distributes digital signatures in handling administrative procedures for all leaders and employees of the department receiving and handling administrative procedures. Developing societies and wards are universalizing digital signatures for people through community digital technology organizations to be able to perform online public services at levels 3 and 4, full administrative process.

The rate of using online public services reached over 98%.
