Creating a breakthrough in administrative reform, Hoa Binh city People's Committee has strongly developed the application of digital signatures in handling administrative procedures. Thereby, gradually building a modern, transparent working environment and saving time and costs for people and businesses.


Hoa Binh city trains officials to use digital signatures.


Mr. Do Minh Khanh, Vice Chairman of Phuong Lam Ward People's Committee, Hoa Binh city says that: The ward has thoroughly informed all officials about the use of digital signatures. In particular, 100% leaders use digital signatures in signing documents online. Phuong Lam Ward is currently implementing synchronously; all document are digitized; documents that employees send to leaders for approval are all done in the network. In the coming time, the ward will propagate and mobilize people to participate in using digital signatures. 
 
Determining that the universalization of digital signatures will help people and businesses access public services and administrative procedures more quickly and conveniently, the People's Committee of Hoa Binh city has properly distributed training organizations for widespread application. VNPT widely distributes digital signatures in handling administrative procedures for all leaders and employees of the department receiving and handling administrative procedures. Developing societies and wards are universalizing digital signatures for people through community digital technology organizations to be able to perform online public services at levels 3 and 4, full administrative process.

Ms. Lo Kim Hue, public servant of Quynh Lam ward, Hoa Binh city says that: We find that using digital signatures has a lot of  advantages; reduce time and costs for citizens; at the same time, promote e-government and digital citizenship.

By the end of October 2023, Hoa Binh city People's Committee received and resolved 2,584 documents on time, reaching 96%. For commune and ward levels, the number of documents received was 44,502, and 44,137 documents were resolved on time. In particular, a lot of administrative procedures have been handled online.

Mr. Nguyen Thai Hoa, Head of Culture and Information Department of Hoa Binh city says that: As the permanent agency of Hoa Binh city in the field of digital transformation, in coordination with telecommunications units to create digital infrastructure, the city's Culture and Information Department organizes training for city and ward officials and community digital technology groups.  Propagating so that people and businesses understand the effects and effectiveness of applying digital signatures.

Evaluating the quality of service to people and businesses in carrying out administrative procedures and public services in real time on the electronic environment of Hoa Binh city shows that the index of openness and transparency in handling procedures Administrative procedures reached over 95%. Processing time progress of agencies and units is 99% shorter than regulations. 100% records have been digitized into the province's electronic one stop software system. The rate of using online public services reached over 98%. The above results show Hoa Binh city's efforts in promoting administrative reform and building e-government associated with digital transformation, including the implementation of digital signatures.
