With many breakthrough solutions to implement the provincial Party Committee’s Directive No.35-CT/TU on land accumulation and consolidation, by November 2023, Lac Thuy district had combined and swapped about 610 hectares of land, helping to form concentrated commodity production areas, facilitating mechanisation and the application of technological advances in agricultural production.

Nguyen Van Minh, a farmer in Chi Ne town, said he previously had four land plots in different locations, causing many difficulties for him in growing and tending to crops. After swapping land with other families, now he has a single land plot with a total area of 1,400 sq.m, making it easier for him in farming work while reducing costs and labour.

The measures taken by the district include building programmes and plans, establishing working groups to carry out land consolidation and conversion tasks.

The district has directed local authorities and agencies to strengthen communication work to persuade public servants, party members and people to participate in land consolidation and conversion programme. In particular, immediately after the conversion, households will have their new land measured and land use rights certificate granted according to regulations. The district also built irrigation works and roads. 

According to Hoang Dinh Chinh, Deputy Director of Lac Thuy district’s Department of Agriculture and Rural Development, land accumulation and swapping has had a positive impact on agricultural production, overcoming the situation of land fragmentation in the district.In some localities, farmers used to have may land plots, averaging 6-8 plots, which are located far apart, causing difficulties for production.

After implementing the land accumulation and swapping programme, the organisation of production on the new land plot has become more convenient,creating a momentum for mechanisation and the formation of large paddyfields and concentrated commodity production areaswhilereducing production costs, facilitatingthe construction of technical infrastructure and investment in irrigation systems and in-field transportation, thereby reducing labour.

The programme has also encouraged people to increase the application of science and technology and convert crop structure from crops with low economic efficiency to thosewith higher economic value. In particular, mechanisation has been introduced into agricultural production effectively,Chinh emphasised.
