The agriculture and rural development sector of Hoa Binh has focused on restructuring its cultivation sector by converting areas of low-efficiency crops into crops that can bring higher economic value and meet market demands. It has also enhanced investment attraction, developed value chain-based production linkages, and took proactive measures to prevent and control diseases of crops.

Localities in the province have proactively organised flexible and adaptive production, well-managed growing areas, and expanded consumption markets for agricultural products.

The total annual crop planting area in the province reached over 117,000 ha, equivalent to 100% of the plan. Of which, the area of citrus fruit trees reached over 10,200 ha with the output estimated at 210,000 tonnes in 2022 – 2023.

The locality has recorded high rations of mechanization application in agricultural production, reaching over 95% for rice cultivation and over 80% for other crops.

The granting of growing area codes has been accelerated with 58 growing area codes have been granted, including 33 codes serving export to China, the EU, New Zealand, the US and Australia.

In 2023, Hoa Binh exported 150 tonnes of sugarcane, 350 tonnes of banana, seven tonnes of orange, and 13 tonnes of lemongrass to China, the EU, and the Republic of Korea. 

The scale of agricultural production chains has been increasingly expanded, including fresh sugarcane raw material areas for export in Tan Lac, Lac Son, and Cao Phong districts; and chili and passion fruit growing areas in Tan Lac, Lac Son, and Yen Thuy districts.

Some typical models that bring earnings of over 200 million VND (8,245 USD) per hectare per year include longan, sugarcane, and high quality rice growing models in Kim Boi, and Da Bac districts, and cucumber production chains for export invested by Pacific Co., Ltd and Hagimex Co., Ltd.

Hoa Binh allocated over 30 trillion VND (nearly 1.18 billion USD) to develop infrastructure systems in ethnic minority and mountainous areas during 2019 - 2024. Priority was given to transport and irrigation infrastructure; markets; schools; medical stations; communal houses; and power grid, telecommunication, radio, and television systems.
