The Hoa Binh provincial Department of Construction held a meeting on December 25 to review the 2023 performance and launched tasks for next year. Vice Chairman of the provincial People’s Committee Nguyen Van Chuong attended and gave directions at the event.

The department reported that in 2023, it has proposed the provincial People’s Committee issue six legal documents; verified 10 construction plans with scale of 1:500 and three detailed plans with scale of 1:500; verified technical economic reports and post-design construction reports for 137 facilities; and granted construction capacity certificates to 62 organisations.

By implementing the targets and focal tasks assigned by the provincial People’s Committee, the department has helped raise the urbanisation rate in Hoa Binh to 34.8% (4% higher than the target) and the rate of urban residents accessing clean water to 95% (2.15% higher than the target). It has reached and surpassed seven targets ahead of schedule while fulfilling four others on schedule.

During the year, the Construction Department was also assigned to invest in six projects funded by the provincial budget. Activities of its non-business units have generated an estimated 20.6 billion VND (847,000 USD) in revenue, equivalent to 108.88% of this year’s target.

Addressing the event, Vice Chairman of the provincial People’s Committee Nguyen Van Chuong applauded the construction sector’s performance in 2023.

He said that in the time ahead, the department needs to submit more effective proposals about the state management over the fields and criteria within its remit; improve the verification of planning schemes; enhance the state management over architectural space, landscapes, and urban infrastructure; and preserve and bring into play architectural values of the Hoa Binh Civilisation.

In addition, the department needs to keep coordination with district-level People’s Committees to speed up district-level planning, planning of construction along the roads linking regions and along Hoa Binh - Moc Chau Expressway, and planning of the Hoa Binh Reservoir vicinity. It also needs to work with relevant agencies to make and verify the construction plans for the urban areas expanded under the National Assembly Standing Committee’s Resolution No 830/NQ-UBTVQH14 to serve as a basis for drafting urban development programmes.

The official also demanded coordination in making, verifying, and approving urban development programmes, along with the proposals on upgrading urban areas, including Hoa Binh city into a second-tier city and Luong Son district into an urban town.
